, which is national guard in title 32 status, the inactive national guard, which is basically folks that have not yet all the way transitioned out of the guard they're on a roster and can be recalled, and something called the maryland defense force which i have a slide which is a nonfederalized militia. and then again in maryland for example able-bodied individuals, which is everybody else that's not members of the previous organizations would be the unorganized militia. so what you have is basically you have two national guards. when brad earlier was talking about the federal government response and it only happens after the state is exhausted, well, the national guard is both. for example, i have a commission from the president of the united states and i have a commission from the governor of maryland. so it's this dual status that makes the national guard a unique organization as well as unique military force in the country. so that on the left of that slide you can see where the organized militia is trained and appointed et cetera and has federal recognition, but is governed by

is the national guard the right thing to do? >> well, it's a decision about a governor, it's one of the options you've got, to be able to bring more police in, in this case he has two military police battalion and the army national guard in the state under his command. so whether it's the right thing to do, i think it's a logical progression. when you look at what has happened the last few nights, and the on the ground decision is they need more police, than at the disposal is the national guard. they're well trained. they should come in well equipped with modern equipment that's used for crowd control. in terms of shields and the right masks and gloves to protect themselves. so they can help push a crowd back without using weapons to intimidate them to get them to move in certain directions. so that is an option. and then coming in there, from what i saw, the mission to do law enforcement. >> i think, you know, mr mr. alexander, there have been a lot of critics who have said this police presence, be it the county, be it the sta

you had this experience in new orleans, post katrina, what would your advice be to the national guard as to how to behave in this situation? >> use every opportunity to get out and talk with the people, engage with them, provide water for them, because the guard - they spend most of their time during humanitarian operations in the state. they know how to do that. any way they can to reach out to the people and protect the people, and help them in any way they can. and the guards know how to do that. they have a great touch. they know how to do it, as opposed to going if like super s.w.a.t. teams. they are there to help and protect people, not there to crack people's heads with batons. >> general, great to see you. we've been speaking to retired army general russell honera. thanks for your time >>> the n.a.a.c.p. wants local governments to do more to help businesses affected by the protest. >> we'll also ask both of them, the town executive and the governor to especially look at - now that it's been declared an emergency, and now that the national guard is in there, to look at the need

we are coming to you tonight from the parking lot of a target store because it's where the national guard is able to guarantee our safety. that was a big development here today. the governor has called out the guard to help restore order, mostly by freeing up the local police. the whole world is indeed watching ferguson, missouri, population about 20,000. it's part of the st. louis metropolitan area. it has changed from majority white to majority african-american in recent years and there are problems, like poverty, like 50% unemployment among young males and now this in the heat of august. we begin our coverage here tonight with nbc's ron allen who has been covering all along. ron, good evening. >> good evening, brian. good to see you. commanders have been shifting tactics trying to find the right balance between allowing peaceful protest but maintain order. tonlt, there's new curfew, but there's a lot of backup power if it looks like things might get out of control. missouri national guard troops deployed to ferguson today. >> we going to keep doing this. >> where emotions are still raw

that's the new york national guard. remember, it's interesting, too, that this black regiment is recognized in new york state but it's never an organic part of the new york national guard 27th division. and in fact, it is called, colored, in that regiment, but it's also brigaded in a provisional brigade of the fourth provisional brigade. so it was like a detached appendage. it was never really a part. so the 27th division was down at spartanburg but the 15th 15th new york national guard was separate from them even in spartanburg. they were there at the same time but some of the men actually stood up for the black soldiers of the 15th new york national guard. then there's the incident that involves james reed, the nobel -- this was the turning point. they said we have to get these men out of here or we're going to have a race riot on our hands in spartanburg, south carolina. >> i think that to me this was an interesting, again, part of the book, because you used the term retaliation. so much of the popular media that we

i want to ask you first about the governor's decision to call in the national guard. heard president obama say he wants that to be a limited use of the guard and in an appropriate manner. senator chapel nadal, what do you make of the decision to call out the guard. >> well, what i would agree to is that we certainly need some order in this community there are certain elements that have come into the ferguson area that are not welcome. we have heard that anarchists have come from across the country to incite negativity in the community. and all ferguson residents, all they want to do is to be able to protest in peace. and we just want to make sure there's order. and we do not have disturbances. we want to make sure that all businesses are safe, and that every single resident is safe as they are protesting and trying to live their lives. >> woodruff: former mayor brian fletcher, tell me, what is your reaction to calling out the guard to patrol your community. and why do believe it's been so hard to bring calm to the area? >> i don't think anyone quite knows the answer wh

yes, i think the national guard will help. probably could have gotten the same thing done calling up 250 more state troopers. but the rest of the state still has to operate. and that's why the national guard is in every state so the governors can use them. i think the way they elected to use them was a good tactic. pull them in the rear and have them or secure the base of operations. and protect a certain place. but yes. i think all americans, we need to be comfortable because that's the force we have in every state in america and their job is to back up and do what that governor asked them to do but in cases of civil disturbance, they're trained and they're equipped to perform the tasks and it is an appropriate mission for the national guard. the challenge is when you bring the guard in after you have seven days of using the wrong tactics by law enforcement and trying to get that right and trying to use law enforcement as a solution, as opposed to coming to a political solution to this, and a justice solution to this, we keep

first, all of this comes after governor jay nixon called in the national guard today to try to quiet ferguson that looks increasingly like a war zone. those images sparked national calls for reform to prevent police brutality. one figure who has been in ferguson on the ground calling for police accountability, reverend al sharpton. >> ferguson as a city is at a defining moment on whether or not we know and are mature enough to handle policing whether it goes over the line or n not. we cannot lecture nations around the world about how they handle policing and we have an inability of handling it here in our own nation. >> joining me is reverend al sharpton, host of "politics nation" here an msnbc. good to have you on the program. you're following the work in this community closely. what do you think needs to happen right now to stop the violence between the police there and the community? >> i think from my observation in ferguson, most of the people, young and old, are n involved in the rioting. many of them are coming from the outside. some very much outraged and very sincere. others

the governor of missouri has ordered the national guards to help restore order. ferguson has endured violent protests after a white police officer shot dead an unarmed black teenager on august 9th. on the latest confrontations sunday night, police fired tear gas and rubber bullets at rioters. officers came under fire on several occasions. >> reporter: these were the scenes that prompted missouri's governor to order in the national guard to restore order in ferguson. police use tear gas and smoke canisters in efforts to disperse the crowds. there's been a week of violent crashes on streets. the latest eruption was premeditate add criminal acts designed to provoke a response. >> tonight, it started with prayers and messages of unity, peace and justice. it took a very different turn after dark. molotov cocktails were thrown. shooting, vandalism, other acts of violence. >> reporter: the deployment of national guard is a ratcheting up of the authority's response. the governor said these were deliberate, coordinated, violent attacks on lives and property in ferguson. t

the suspended curfew comes as the national guard arrives to keep the peace. the guard will focus on protecting the unified command center. a grand jury has been convened and could begin hearing evidence that wednesday to determine if the officer should be charged in brown's death. >>> tonight there are two rallies protesting the national guard employment in ferguson. >> the sonoma county sheriff's office cleared this man of wrong doing in a shooting. >>> it's the first day of school in san francisco and there's already talk of a teachers strike. >> reporter: first day back to school in san francisco, and the possibility students could be shipped home following a teachers strike is very real. the superintendent is hopeful it won't happen. >> we're in negotiation, we have a mediator and we're optimistic we'll resolve the contract. >> reporter: from teachers the largest cry is over money. their union is demanding a 21 percent pay raise over the next three years. the skyrocketing cost of living in the city has forced teachers to live outside san francisco and comm
