garrett, i know you are near the national guard trucks. latest. >> hey, bill, yeah, we are watching the national guardsmen. they are going block by block, house by house, peeking in windows, making sure no one gets left behind. the water depth is hit or miss. in some places over my knee. in some places you can walk down the street in flip-flops. folks have gotten trapped in neighborhoods like this, surrounded by water in the low lying areas and by the river, which is a few blocks back behind the camera position. they have found folks who have been here for various reasons. they have pets. they have elderly neighbors. i talked to a man who has been here 30 years, thought he was going to stay overnight, spent the night in his chair with water up to his ankles in his living room. this location here, i don't think is going to be particularly affected by the tide, but affected by the rain we keep getting. this time yesterday, ifts talking how it wasn't a rain event. things have changed here. we have not had a break in this rain since last night

we were embedded with the north carolina national guard. we were in a vehicle just like this one, just with a different paint job on it. called an lmtv. and you can see the area with the canvas, it is empty except is for some seats there. we were sitting, myself, producer, my photographer, with a member of the north carolina national guard. we were on our way to rescue three people who were trapped by floodwaters. the neighborhood that we were in was extremely flooded. the water was very high. and it appears that one portion of it, the road had washed out in a certain area. and so the back wheels of this type of vehicle here ran off the side, it caused the vehicle to kind of dip down. we started taking water on in that back area where we were sitting. now look, the national guard, they train for stuff just like this. they are trained. they did everything they needed to do. they got us out, made sure we were wearing our life jackets, we had flotation devices, but we didn't need all of that because there happened to be a boat with some teenag

she was in a national guard vehicle. she had to be saved by three volunteers. what is the situation? >> reporter: that vehicle you see behind us is very similar to the one we were in. woerp a rescue mission with three members of the national guard and another swift water rescue. a member in new bern. we got to a very deep area. it appeared the road washed out. our vehicle began taking in water on the inside, flipping over a little bit. i cannot give enough kudos and compliments to the national guard and the way they handled %-p. to the sergeant and his crew who are still waiting with that vehicle. they were rescued. they went back to wait. the people who rescued us, teenagers from new bern who have been coming around here and basically rescuing, i think you said 50 plus people here. so robert showed up in his boat while we were trying to get out the back of the vehicle. you've been doing this all day. it is not just the national guard. >> we've been doing it all day. >> what have you seen? >> we've seen a lot of beam water in their houses there have been pets s

i have authorized more north carolina national guard soldiers to report for duty. by 7:00 p.m. today, 2,800 soldiers will be on active duty joined by even more on stand by. these soldiers are directed to preserve life and safety and provide route clearance of roads and support communications and logistics. prisons and jails in vulnerable areas are being evacuated, as well. long term care facilities have been urged to work with local emergency management officials to ensure resident and patient safety. today our state parks and museums are closed. state universities have cancelled classes and many public schools are closing, as well, plus providing their buildings as shelters. no matter where this storm comes ashore, it will have widespread significant impacts in north carolina. the coast will feel the blast first thing in the morning with damaging, life threatening surge, winds and rain. those of you in central north carolina should be prepared to feel the impact of the storm from thursday night through the weekend due to the sustained rainfall and persistent wind. in western n

the national guard and using the national guard to maintain order so people are not taken advantage ofit is not just a matter of money, it is a matter of physical crime that may need to be stopped. host: a lot has been made of the response to hurricane marriott. compare thosekatrina and hurricd federal responses. guest: well, what we're seeing now is hurricane maria is of a similar nature to the hurricane katrina response. i think when maria has fallen down, in katrina, everyone who looks back at it says the federal national guard should have been there with a very big presence. they came into late. maria was a need to -- was not a need to restore order, maria was a problem of -- what do you do when the hurricane has left? what do you do so people can live their normal life? for example, there was no electricity for many months for most of puerto rico, and many people believe that the federal government did not do enough to help puerto rico restore electricity. we have also seen maria huge supplies of bottled water, which are in puerto rico but were supposed to get to puerto rico citiz

as you know, our national guard does tremendous work across our nation. and they just do a wonderful job both at the national level and also their state duty of protecting the citizens of their representative states. we've also partnered with our good friends and partners on the stage, heavily engaged with the department of defense, as we get ready to respond to this. we have what we need. we have what we need. staged throughout the area. both as far as man power and teams, as well as commodities, resources, communications. we've also heavily engaged with our partners at the private sector. our focus is going to be life saving but it's alsos efforts to stabilize the critical life lines in a very expedited manner. i have to reiterate, we have to set those expectations. this is going to be a duration. power will be off, infrastructure will be damaged or destroyed. homes will be damaged or destroyed. so we have to -- we need your help in level-setting those expectations to our citizens and to our state and local governments. heed local warnings. i can't emph

each one of these states have between 7 and 11,000 national guard.they will need more help than that. washington, d.c. has 1,500 national guard. what i heard fema say was they had 800,000 litres of water. if you evacuate a million people, the math don't work. they have less than half a million meals. they need to stay out of logistics and make sure we've got the response ready dealing with assistance from large units like the military to help do the search and rescue. the search and rescue is -- if you don't do it timely that's when we lose a lot of people. i can guarantee you, brian, with some money on this. if that storm came in at a category 4, just about everything under that cone of uncertainty is not going to have electricity. and the people who decided to stay back, they need to understand this. the united states army is evacuating the people from the coast and the army bases. the united states marine corps have moved inland and moved the marines to georgia away from the storm. the united states navy has moved its ships out to sea and sent the

too good to national guard. -- to include the national guard. we feel like we are very prepared, very coordinated with the state and locals. we deployed search-and-rescue teams early. a lot of those timelines we did a day early. we are seeing some benefit to that. we will do an after action. we'll is had to be prepared for the next storm. we have to be prepared for what our citizens may face. hurricane season and earthquake season. we have to have a preparedness for whatever tomorrow may bring. anybody have anything us? -- being thatring customer --? -- >> we face many challenges. we are at the headquarters level. one of our roles is to maintain situation awareness. also make sure we're using our voice to get warnings to our citizens. be challenge will always when you're sitting in a position like this, getting the correct information. also making sure our field resources, they are doing the work, they have the resources they need. my life is filled with challenges. when i do is constantly think about the what if's and bad days. the challenge is

activity, and you are coordinating with the state of north carolina and the national guard? >> yes, the emergency managers are coordinating those efforts. >> are you in a position now at the back end of the storm to be able to continue offering these rescues for a while or do you have to stop a little bit later on? is this -- are we now into the rescue mode or are you going to have to go back in? we are in rescue mode, and there is not a plan to stop them unless the conditions change where it is not safe. we want our rescuers safe, and we will look at the weather, and the high water levels and the downed trees and downed powerline powerlines. so there are many factors that come into factor when determines the areases that we can and cannot get to, and there are areas that we cannot reach. >> all right. we heard from the people who said that they have seen the debris in the street, and poles down, and people are stuck. are you advising them to waitt for the rescue or try to get out for themselves? >> yes, we are asking the people to shelter in place when it is safe if the wat

the national guard showing up trying to help people get out of those areas. we spoke with one family that was rescued during all of that, take a listen to what they had to say. >> we woke up this morning, our house was just flooded. like seven inches of water. went to the door and it gushed all in. woke my family up and said we had to do something. >> what was going through your mind? >> i'm not going to make it out. >> it's a blessing to have people that still care about you and risk their lives for you. >> a lot of emotions right now in that neighborhood. people thankful for volunteers that come in, we want to show you what's happening right now where we are as we speak. if you look down there, some people are making the trek up the water here, you can see just how deep it is, waist high at a minimum, making their way up here. we don't know their story at this point. what they were doing down there, and why they're coming up this way. this is not recommended for most people to be in this sort of situation and walking. perhaps it is that they're trying to fl
