and with this event on a national guard scale as of this morning we have 43500 national guard members across the nation including 1200 here in louisiana responding to the covid-19 pandemic. these are continuing to rise over the next week or so and those men and women that are called to do that and since 2005 and katrina with men and women in every state and territory participate more than 50000. that assist in that event in every state this is happening in every state not just in the gulf region of louisiana. this is a historic event i just need to express my supreme gratitude for the men and women for those that would maintain their lives as a civilian the president needs them but to come to serve the country and towns and homes that is special and we should be as a nation the first responders in doing that response to be very grateful we think our families and spouses and employers with the nation to come when they need them to come away from the civilian up one - - occupation. louisiana is no stranger to the families that lost someone. as the governor mentioned here four years ago

telephone conferen conference, the one thing every governor has in common is how excellent the national guard performed and that has a lot to do with the generals leadership as well as just the quality of the guardsmen and the airmen around the country. to see the international guard perform this tremendous service in difficult circumstances, but this is very different than what we have seen before. we have had more than our fair share of hurricanes, tornadoes, floods, you name it. but this pandemic is very different. you should note we have over 1425 soldiers and airmen assisting with the response that you probably don't know what they are doing. these are just some of the things that they are doing. they are providing medical services and doing engineering assessments, commodities distribution support, managing the warehouse and lots of other things. to the operation centers they did the assessments for different facilities all across the state in louisiana as we were looking regionally to identify the best places to serve the medical capacity on modeling and so forth. and me, many other fu

i'm very proud of the national guard and all they are doing to keep our nation safe here at home anday, over 83,000 men and women in national guard are engaged at home and abroad and 45,000 of those are engaged directly in the covid-19 response. from running hundreds of testing sites around the country to screening passengers at airports to helping manufacture ppe to a myriad of other tasks, the national guard is there. we know this virus doesn't treat everyone equally good and our senior citizens are at increased risk. many states, governors have directed national guard members to sanitize long-term care facilities, nursing homes, giving older citizens and families and caregivers peace of mind that their environments are safe. the georgia national guard for instance has done this and sanitize over 700 nursing homes. and this has been replicated at many places around the nation and continues to grow. food banks and homeless shelters. in normal times, these are often staffed by our volunteers. many of them are elderly senior citizens here in america. now, volunteering puts those great

we, with the state and national guard have supported sites such as the one in broward county that has been very successful. if you look, the last two days, 7,000 testd close to 3 results. we had under 2000 positives out of that in terms of new cases. there are people who test positive in isolation because they need to negative skip to get out. -- because they need two negative to get out. new positives are declining. florida had a low percentage. some other places have been as high as 50%. some are still 30%, 25%. as of lastu look at week, the average positivity rate for new individuals was about 7.5%. that is a good sign that things are going in a good direction. and if you look at the hospitalizations, we are at the lowest number of patients in the icu statewide today than we have been for the last week, maybe for the last 10 days. so you're not seeing people going into the icu or into the hospitals at the same rate that you had three weeks ago. in terms of flattening the in terms of flattening the curve and making sure you have enough hospital resources, that is all very important.

we are using engineers from the department transportation, state guard, national guard. they have to be compliant. the have to have an adequate restroom and shower facility. we can put those in place if necessary. they must have appropriate fire suppression systems. they must be free from lead and asbestos and generally all hotels we are looking at built after 1990 meet that criteria. the have to have emergency backup power. we can also contract or have that type of resource made available. we are working throughout the state. we are looking to have in each onehose areas a minimum of one tier two facility. we will look to see where we need facilities built. we also have at our disposal hospital tents that are available to us. 100 hospitalcting tents. that is a quick turnaround that we can identify an area that may need immediate assistance and we could have that operational fairly quick. any fixed facilities will be working through the corps of engineers to determine what those needs are. we will be moving quickly to determine where those will be and get started on those
