overwhelmed you know to get out of and from there but it was quickly brought back under control by you know by police who were back there for the national guard of the national guard even though they're in all or have not been caught you know it's been for some years now to be reduced to. a remarkable job in there and they're doing it with restraint. or they are doing it with these strikes some some people have suggested too much restraint and they're supposed that is always going to be the very difficult situation for them or in forstmann whether to go in at the first sign of of unrest or not what is the solution is there one because we're bound to see more protests of a similar ilk how on earth does does anybody do anything to prevent another tragedy unfolding. well we still have tonight there's talk that these demonstrations could go through the night and i think that the police are going to be a problem they're going to learn from what happened today and they're going to reinforce. people have a right to peaceful demonstration but if it gets out of me and it becomes violent then they have an obligation to stop the violence people can peacefully protest under o

troops would only be used to fill requirements that the national guard, right now post katrina there has been a lot of emphasis in the national guard as always been the first for the governors to use. but, the national guard through neutral agreements with sister states will call in assets such as helicopters that they need. and special units that they need. but this is a national guard will have the lead. then for those things that they need, if they need a ship they will go to dod and ship will be sent from the navy. or if they need extra wide

helicopters as required by the state of texas as we continue to respond to the flooding around the houston area. these include both air national guard and army national guard rotary wing assets. in terms of rescues -- i want to be careful when i talk numbers. these are very fluid. there is a great deal of rescues occurring around by the minute. but those that the national guard is directly involved includes over 3500 personnel rescue. -- rescued. most of those you see have been by some type of boat, but also include almost 300 hoist rescues. they are technically difficult in terms of hoisting people up where they are unaccessible by any other method. almost 300 animal rescues have occurred. not only the humans associated, but the pets as we continue to alleviate the pain and suffering that the citizens of texas are experiencing right now. i don't want to leave louisiana out of the equation. as the storm moves across the gulf and potentially being made what is called a third landfall, there are currently 400 airmen in active duty in louisiana. they are anticipating large flooding across the southwest portion of louisiana and -- louisiana. the governor has n

government will be behind the texas national guard to see what they need in terms of response capacity and i think the texas governor is going to have to mobilize more national guard. >> more than the 700 he already activated? >> oh, absolutely. he's got a division one of the best national guard divisions we've got. i see at least a need for 10 to 15,000 national guard to go in there and go into these isolated communities. >> general i go back to the fact that you've mentioned the energy and how important it is at the outset of your remarks and particularly off the texas coast the gulf coast there and i'm reminded you said a few weeks ago i hope i'm quoting you correctly where you said our democracy has been hijacked of referring to these interests that they ride and they go to the petroleum club and they strut with their suv's and they act like they are saving the world but they are doing is saving their family trust fund. are you saying that there's a disproportion at amount of interest on the economic side and not on the folks who really need the help? >> i think at this point in time , neil, that argument is based on not the necessary energy they provide for u

obviously to the south of texas commend the entire text says national guard has been operated in response to tropical storm harvey. african texas national guardice-chief of operation brigadier general wendel hagler. good morning. so many questions for you both. rescue operations underway throughout the night. if texas getting the support that it needs another 12,000 national guardsmen enough right now? do you need more? >> first of all, i would like to extend my sympathy for those folks caught up in this very significant storm. to answer your question, the texas national guard will continue to build its forces throughout the day today in support of civil authorities engaged in those rescues and other evacuation at committees can shelter and support. in order to support the very critical priorities of work down there, which are life-saving, reducing human suffering and mitigating damage to property, especially public infrastructure that serves in support the great population of houston and the other counties. cheryl: what about for hard? are there troops committed for personnel coming in right there? i am sure they are willing to help and want

the national guard members coming in to help, teams from other states? is there enough response on the ground right now? >> i love the national guard. both ofional guard. but i think we've got to go quicker. texas is the home of over 10,000 national guardsmen as involving only mobilized about 3000 of them. lauren: how do we need? >> let's put it this way. katrina we had 40,000. lauren: and also 20,000 federal troops. >> in the 82nd airborne division in 240 some odd helicopters. this guy to scale up quickly to use a business term. right now they are trying to do it in the middle of the rain that's coming in which prohibit the helicopters from getting in. that this is a complicated issue. dual distribution and they need support person bid contracts to come in because all of those small gas stations is going to be a real mess on our hands. lauren: phil flynn told is the process of getting these refineries and plants back online is very dangerous as well. that is something when we get to that point we will have to watch as well. thank you so much for your time. go ahead. >> i've got one more point. we have to look at continuing to build our big

the restoration of order mission. the national guard is experienced at doing this. i would anticipate that a number of national guard deployed in the state of texas will increase from here. i would say four months. >> fuel rationing? >> we are working both with the epa as well as energy companies as well as other authorities to ensure we are going to get fuel out as fast as possible. we have authority right now, fuel priority must be for first responders so we can keep people safe and protected and rescued. once we finish with the first responder needs, we can get into other issues. having talked to leaders of energy companies, they are working as swiftly as possible to ensure that fuel operations will be restored quickly. >> some have expressed concerns that it might affect the way people can get reimbursed for claims to their insurance. there has been a petition to change the effective date of that bill, can you talk about your concerns? >> any claims along those lines are absolutely bogus. i am going to read it you do make sure you have it, the statement issued by the texas department of insurance. the texas depa

basically, it was just the police raid the national guard -- police. the national guard, most of us were in shock. i don't think it was the national guard. we were kind of out of control. we didn't know what was going on and what we were supposed to do. the confusion and the fear. this is a guardsman who actually lived in the city. he was clearly in the minority of the troops that they sense. -- they sent. unfamiliarity with the city and the tensions that already existed between the police and the black community did lead to some pretty bad behavior. as heather pointed out, one guardsman ended up shooting another at some point, probably out of confusion. that fear, it was not something that got better because they were here. is interesting is we have this long history in the 20th century of these terrible decisions they in these moments him lawing to send enforcement who are not trained, who bring their own present just prejudice to the table. to hear that in his voice, one of the results of this is people are traumatized who participated in it, as well. it is living to hear that

of the department of homeland security down to our state and local partners again. they're working in kuconjunctio with over 12,000 national guard members that have been deployed by the national guardt responders at the local level. again, we're supporting medical support. you know, secretary price is highly engaged. we're constantly watching the hospital situations and being able to -- we've evacuated several hospitals, but we're also trying to sustain several hospitals to make sure that they're up and operational. we're providing a standard of care that everybody deserves. with that, what i would like to do is continue to ask people to find ways to volunteer. you know, when it comes to nvoad.org or going through the state of texas' organizations to be able to organize the volunteer effort. the need to volunteer is going to take place over the next couple years, okay. and the need to volunteer is in -- let me remind you -- 50 counties right now. not just in houston, but everywhere. so that mission is going to continue to expand. but right now what i would really like to concentrate on is how we get disaster survivors to start activating assistance for those that qualify. so alex,
