national guardsmen are protecting it reinforced by law enforcement from across the midatlantic that has come in to restore law and order to the city of baltimore over the past week. as we speak, there are crowds converging from all areas of this city here on city hall. we will take a live look from above as these crowds come in and they say that they will stay here until the curfew which is 10:00 p.m. tonight. most folks left the streets last night after celebrations broke out around this city. roving parades, taunting the police after six of baltimore's police department's finest were charged in various crimes in connection with the death of freddie gray. the officers three white, three black, all charged with felonies including one officer charged with the murder and depraved heart murder he faces 63 years in jail. this morning, all six of them are it's important to note how this began. a normal morning in baltimore. freddie gray was chased by a few police officers was put into the back of a police wagon, and less than an hour later had suffered what would become fatal injuries. we al

as you can see, the national guardsmen and women and a significant contingent of baltimore police supplementedunities and states making a pretty big show of at least taking up space right now from the streets of baltimore, particularly in baltimore near the intersections where people congregate in the largest numbers over the last few days of protest. since they imposed the curfew a big night of violence and looting was monday night. the first night of the curfew was tuesday. we have had tuesday, wednesday and thursday nights of the curfew. there have been a few minor skirmishes around the imposition of the curfew but so far not significant clashes and people have mostly been obeying the curfew and going home. it remains to be seen if that happens again tonight, but we have heard the mood in the city has been among the protestors largely celebratory that the police officers will be facing trial there, innocent until proven guilty. but the fact there have been criminal indictments has given a lot of people hope there will be some sort of accountability for mr. gray's death. things i saw repeatedly in baltimore was black citizens yelling at black police officers and national guardsmennd perpetuators of oppression. they would stare straight away giving that 1,000 yard stare saying i'm just standing where i was posted. part of what those yelling citizens are angry about is the perception that black cops are sometimes more vicious than white officers. david simon says "the most brutal cops in our sector of the western district were black officers." to many from baltimore, it was not a shock that three of the six officers charged in the death of freddie gray are black. when citizens view joining the police force as a betrayal, as co- colluding with the enemy, you know relations have gotten deeply bad. the reason why they're so frayed, why so many urban citizens view police as another inner city problem, is because we have put our police officers who we need in a horrible position. david simon says "they're an army of occupiers and once it's that, then everybody is the enemy." many in the community feel the police function as an occupying force and some agree. a retired

you might be able to make out some of the national guard trucks, the humvees and national guardsmen stationedind me. they are heavily armed. they are packing heat in a very big way with their m-4 military style weapons. one of the guardsmen told me they are indeed, loaded. we saw a bit of a stepped up effort last night as the curfew time approached to crack down on curfew violators. some reporters threatened with arrest last night as they ventured beyond the line of either policemen or guardsmen to where the protesters were. the officers wanted them out of the way and behind the lines and threatened them with arrest. in some cases i don't know of any reporters who were arrested. there were 338 protesters who were arrested however and 15 people arrested for curfew violations last night. today, we are expecting perhaps, the largest demonstration of the week organized by malik zulu shabazz. he says that he expects 10,000 protesters to join in the march that gets underway here at 12 noon today. shabazz is a highly controversial figure as a one-time local news reporter in d.c. i remember him very

to zoom in on the assault rifle that the national guardsman is carrying and it no longer, no longer has a clip of ammunition in it. it was notable as guardsmen took the streets during this event that they had clips in suggesting their weapons were loaded. that is no longer the case. and the line of guardsmen here in front of city hall has -- hasn't relaxed but there are less guardsmen in the line. so it appears things are calming significantly here at city hall and baltimore. lot of activist arnold, just a couple of moments ago here, i spoke with congressman elijah cummings who has been sort of an iconic figure in the -- on the street in baltimore at night. going up to the moments of the curfew. cummings told me and a crowd of media and onlookers that he believes that today was in fact an historic moment. because he said so many times in cases like this, quote -- nothing happens. and today something is happened. he cautioned however this is the first step in the process and it a judicial process. officers are innocent until proven guilty and there's a long road ahead going up to a trial and of course perhaps the next big tension moment in ba

sequestration because our nation, military, and our coast guard deserve better. [ applause ] this brings me to the challenge i want to focus on today, one where our coast guardsmenlines, and perhaps more than any other will shape your entire careers. and that's the urgent need to combat and adapt to climate change. as a nation we face many challenges including the grave threat of terrorism. and as americans we will always do everything in our power to protect our country. yet even as we meet threat like terrorism, we cannot and we must not ignore apparel that-- a per they'll can affect generations. i know there are still folks in washington who refuse to admit that climate change is real. and on a day like today, it's hard to get too worried about it. there are folks who will equivocate and say, you know i'm not a scientist. well i'm not either. but the best scientist in the world know that climate change is happening. our analysts in the intelligence community know climate change is happening. our military leaders, generals and admirals active duty and retired know it's happening. our homeland security professional know it is happening, and our coast guard know
