all this as the nation marks juneteenth with rallies and events all around the country. we want to take you to atlanta and give you a live look. the new push to make the day celebrating the end of slavery in america a federal holiday. nbc's morgan chesky is in tulsa, morgan, you are in the center of all of the action, so what are officials there saying about this new surge in cases and what is the latest on the efforts to try to stop the rally? >> reporter: we know this surge is significant in that there are 450 new cases of covid-19 that were reported across the state, 120 of those were here in tulsa alone. and that is the new daily high record since this pandemic began here in the state of oklahoma. and that's why you're seeing a lot of concern relating to potential virus transmission as we have an estimated 100,000 people descend on tulsa. that's one of the reasons that the bok center where this rally is supposed to be held saturday evening has sent a formal request to the trump campaign asking for a written plan on just how exactly they plan to socially distance the

there. >>> together with my colleagues corey booker and tina smith, we are proposing that juneteenth become a national are dropping that bill. >> welcome back. that was senator kamala harris breaking the news to me last night that she was planning to introduce a bill officially declaring juneteenth a national holiday. today as americans celebrated, that bill was officially announced. in a press release harris said that on juneteenth, we remember the millions who suffered, died and survived the rushing reality of slavery in america and recommit ourselves to continuing in the fight for equal justice for all. without question it should be recognized with the respect of a federal holiday. the day which began as a texas holiday in 1980 is now recognized by 47 states and the district of columbia. if the bill passes, it will be a remarkably short turn around. it took 15 years of effort for dr. martin luther king's holiday to become a national holiday. i will be right back here tomorrow morning at 10:00 a.m. eastern as well as 6:00 p.m. eastern for a national broadcast. . >>> and today is juneteenth, oldest nationally celebrated commemoration of the end of slavery in americacisco began to recognize it in the '40s. and jobina has a look at how the bay area marks the day. >> as we know, juneteenth is coming on the heels of worldwide reckoning as millions of people fight for racial justice, police reform and so many other things. so i took a look back at the history of the holiday here in the bay area just a bit and the shift that you can expect to see today. ♪ these are images from past je juneteenths. this image shows the vice president of san francisco's naacp. and on the left, his daughter, rachel town send. she kept juneteenth alive. >> she was the driving force and our mayor has made that statement. >> reporter: rachel's goal was to create a space for black people in san francisco. but the city's dwindling black population, the annual celebration is like a community watering hole of sorts. supporting black businesses, honoring history, fun. messages of hope for the future. rachel's eyes were set on a better future. in 2018, she died suddenly at 38. >>

so i believe a national juneteenth holiday is certainly appropriate as well. it's time.n: you mentioned what happened -- dr. alveda, you mentioned what happened in tulsa. it was this prosperous black community, you said it was like a small wall street, if you will, in tulsa and the destruction and devastation there. that raises the issue on this day of history. i feel incredibly lucky to have grown up in the rural south, starting elementary school in the '70s where at least half of my educators and teachers were black men and women. largely black women. at least half, if not more than half, through elementary school and into middle school an even into high school. and i learned the history of black americans, i learned it from firsthand accounts of what the jim crow south was like and the oppression and just violence and it's horrific but i don't think enough people living today know it. >> this is time for us to see our history, know our history, learn our history, as president trump said we all bleed the same. we are human beings, not separate races. we are one human r
