national level. along with a number of human services staff, was able to attend the national association of area agencies on aging conference. at the very end of july and at the end of august. it was a really good conference. i mentioned before we went that we were recipients of a -- of an award again, but to remind you, it was a community choir program that won the award and that was really exciting for us and for our community partners, the commute it -- a community music centre that oversees the program along with a lot of senior centres. we learned a lot of good things. one of the things that is happening, we talked a little bit about it is that the older americans act is going through the reauthorization process. a technically sends us at the end of september, so there was a lot of push to get legislatures to come together and reauthorize the act. unfortunately, congress has gotten held up on the funding formula for the older americans act and that -- and how it gets portioned out across states. it hasn't gotten passed yet and it will probably drag onto the fall and maybe into winter before it is past. there is bipartisan support for it and so i am sure it will get past at some point, but probably not before it sunsets. that said, the process is separate so the money will continue to flow for these programs, it is just that there is a chance to get some new dollars into it and there's a lot of advocacy happening. i will keep you posted and what happens with that. at the state level, i'm sure most of you read this. the governor called for a task force on the master plan on aging and asked the secretary of public human services to put together a task force. that task force has been announced. the members have been announced. they are going to start their work immediately because the master plan process needs to be done by 2020. so there's a lot of meetings that have to happen with this group. there will also be a lot of committees and there will be various ways that counties can be involved, so i know that you will hear from a long-term care coordinating council about an event on september 20th, but that is one way that we, as a city, can be involved in getting the word up to the state about what we would like to see in a master plan on aging. please think about attending that event. hopefully we will have lots of people there and commissioner spears is actually going to be giving the keynote. >> the introduction. [laughter] sorry. anyway, it will be exciting. we have a number of great panels the council will announce that today for the dignity fund coalition. at the local level, i wanted to talk about changes in operational structure that we have going on in the department. on our community services side, we are combining some functions and so one of them is our dos benefits and resource hub, we had an eligibility unit that is there but was under in-home supportive services. it is now going to come over and be under intake, under the resource hub along with the intake unit, which may not make sense to you right now, but basically what it means is we are putting all the functions for eligibility and intake under one roof. we are doing that because we just hired a new program director. she most recently comes from -- she was at home bridge before that. she has a lot of background in working with older adults, serving people with disabilities , transitional aged youth and mental health, so we are excited she is here and that she is going to take over that function. we will get to meet her at some point. and then what we used to call office on the aging and long-term care operations is now going to be under a new name called the office of community partnerships. we have wanted, for a long time, to get away from office on the aging because obviously we serve people with disabilities as well as people with older -- as well as people who are older adults. cindy coffman, our deputy director, has some really brilliant ideas about how to restructure, so we now have the office of community partnerships run by michael's dog, and melissa mcgee is one of the managers who will be still continuing to work with dignity fund, that will ultimately be the under -- be under the office of community partnerships. we will be hiring another program manager to oversee another piece of that work. that will be very exciting for us. i think it will make a lot more sense structurally for our department. the department name change is on the ballot as you all know, so if that passes, them that will actually align well with our new name of the office of community partnerships. and then i want to just announced that the adult protective services program one a very prestigious award, which is the nationalational association on adult protective services association, and they won the june auto distinguished service award. they won it because seven cisco has been an integrative force in the field in the implementation of new standardized tools to assess outcomes for all types of abuse cases. it is really breaking ground. i want to give credit to some people. jill really brought this perspective to our adult protective services program and change the way we do business. and of course, we should use data driven approaches when we can and she has really pushed to do that here and pushed for thinking about a national database and statewide database for adult protective services programs and i want to thank her , but achilles has really carried that as well, and he shows great leadership. it was just really a fantastic thing to hear that the adult protective services program in san francisco had won this award i think jill told me that it is really rare goes to the whole program. it often goes

national tieducation association national association of school psychologist in support of trauma practices in schools. again thank you for your participation today it is very valuable members of the committee may have additional questions we ask the witnesses to respond in writing and must in 14 days to receive those responses i remind my colleagues questions must be cobmitted to the clerk within seven days questions must be submitted must be addressed the subject matter of the hearing i now recognize the ranking member for his closing statement. >> thank you mister chairman and to the witnesses for coming today. i want toclar clarify talking about stigma and shaming them talking about in this culture as we said at the beginning of the hearing the testimony makes it clear that trauma has a detrimental impact on student lives we have heard a lot of statistics about children suffering as ais result and i am amazed at the numbers we are talking about. but the bottom line each of those numbers is a child that needs to be given the attention that they need to succeed inn life to share some interesting information what has undertaken in her state to help the students and one of the reasons i ran for congress is the experience i had in my district which is a great example of children who have experienced trauma and to transform their lives i was proud to be part of a local w movement that created the heritagede academy a school that serves inner-city school kids that had been labeled losers in the public school system and moms have no choice but to send these children to t heritage. they had been given up on by everybody but their mom. one of the key elements they are given a faith based education they come from broken homes to learn their value and worth by loving teachers who are free to share their values so the students can learn thehest truth about wt is right and wrong. they grow up to go to the best schools in georgia and in the nation and i have never seen anything like it. it is a complete miracle one of the reasons i believe families need options in education to help them connect with individuals who care about them and so trauma is not a life sentence. it's not for everybody but there are young people that need this considering what we have learned today about trauma i believe it is even more so. i did share earlier about this book this gentleman experienced everything that you have describeded today in fact his life is a t-uppercase-letter trauma and was on death row. he made a covenant with god that if he would let him live he'd make a difference. this book.o read it will tell you a lot about what is going on in this culture and what he says needs to be done to turn it around and he has made a covenant to do that in fact now life without parole i would do everything i can to get him pardon to talk about his experiences and the consequences ofpe those. he is an amazing individual. thank you for being here today

tweed the u.s. president holds off talks with taliban leader did donald trump take diplomacy too far that deep of reasons behind the decision this is the inside story. of how and welcome to the program. talks to the war in afghanistan appear to be making progress the taliban and the us came up with a draft deal nearly a year of discussions in qatar on the back as chief negotiator sounded up to mystic when he revealed that detail so the afghan president last week but now a breakdown in a suite the u.s. president canceled a secret meeting with taliban leaders and the afghan president at signed it would then lead to direct talks in some form with the afghan government but there are concerns now the afghan government wants an end to the what the fighting it wants then meaningful talks to go ahead and the big question is where does this now leave us the taliban we understand are having high level meetings of their own they can go 2 ways they can either say yes hang on the americans are serious let's go back to the negotiating table with something more to offer because so far they've could see did very little or it can lead to an escalation of the conflict everyone here has been concerned at the pace of these peace negotiations that had 9 meetings in a year quite an achievement getting them around the table in the 1st place but the americans have being accepting too little from the taliban that's the overriding opinion so they want more from the taliban before we will get a meaningful peace but there is still here now an edge to this city people are concerned that the attacks which have increased in the recent days and weeks may increase even further. it's unclear whether the u.s. taliban talks are permanently over or just the bonet but here's a look at how they began the group peter lee refused to hold direct negotiations with the afghan government its views are soften his administration as illegitimate taliban leaders insist of the negotiating with the u.s. instead those talks began in qatar last october after 9 round of meetings the 2 sides struck a draft peace deal that could lead to the withdrawal of 5000 u.s. troops it would turn the taliban must go significant elements within afghanistan who disagree with the way the talks with the taliban are going not necessarily with the fact that there is a process of negotiations of the taliban but the fact that the taliban have remained consistent in their messaging that this is a negotiation to end what they call the foreign occupation so they have been on message whereas. partita there speaking to i.e. the not to state seems to have come round to the idea of talking to the taliban so that the optics have always played in the last sort of 11 months 12 months and the favor of the taliban per se especially to their constituency and absolutely having a summit in camp david which is a venue reserved for what leaders for global. significant global significant events this sort of legitimize the taliban i think also to the extent that some people in afghanistan particularly the political elite who don't like the taliban what does not like to see. johnny is this official american recognition of the taliban as the ones who call the final shots in afghanistan and therefore the americans recognize the need to do business with them from now or worse no i think there is absolutely not an official recognition of the taliban by any means and i don't think anyone within the u.s. government would support i think there is a strong belief that the only positive outcome to this war in afghanistan is a peace process and that the way to get one started is an agreement with the taliban that involves drawing down troops conditionally and over the last year there's been an enormous amount of effort put into broadly support across the american government. that's crucial this obviously is a major major moment probably setback to the effort but regardless of where it goes and who is willing to talk to the tower and i don't perceive any sense that they recognize the taliban as a legitimate government or anything else that's how they view the afghan government we're stuck what's next do you think that this is something that was going to be permanently disposed or do you see the potential for the americans and the taliban to sit together a do go she ate a way out. well. frankly speaking all sides engaged in the afghan conflict have been facing the brunt of the ongoing conflict which is faced with an absolute stalemate since 2014 and that was the sole reason that all that draft agreement when you're. the continent is gives you the impression that the americans in exchange for a sense of guarantee of security and stability in afghanistan from the taliban they were that particular document it can look at it can look as a as a document been put together to give the taliban the legitimacy of they've always wanted they have always had argued since 2000 only to national rifle association. the national rifle association spent $30 million supporting president trump. no wonder they can undo all of our work with a simple phone call to the oval office. but it's much worse than that. reports emerged last year that the n.r.a. accepted money from foreign sources, including russian banker and putin ally alexander toresham and spent that money in politics in america. senator wyden sent letters to the n.r.a. and to the treasury department about these reports. the n.r.a. responded maintaining that it probably seg gates any foreign donations so they're not used for political purposes. fat chance of that with money being fungible. i joined senator wyden on a follow-up letter renewing the request following the arrest of maria butina, an evident n.r.a. go-between. the irs under president trump took no action against the n.r.a. in response to these allegations. in august the federal election commission deadlocked 2-2 on whether to investigate this matter at all. the fec is so locked up on this that they wouldn't investigate. and commissioner weintraub wrote some allegations are too serious to ignore, too serious to take the n.r.a. at face value, too serious to play games with. yet in this matter, my colleagues ran their usual evidence-blocking play. and the commission's attorneys placed too much faith in the few facts the n.r.a. put before us. so we can't even look into the extent of russian interference through politics through the n.r.a. it goes on. last fall the legal center filed complaints with the commission alleging the n.r.a. was avoiding the rules, with the various senate campaigns. the complaint alleged that the n.r.a. and campaigns coordinated spending through a g.o.p. media consulting firm. what had the media consulting firm done? it set up a series of shell corporations through which the campaigns paid. we've all used media consulting firms in getting to the senate. which of those media consulting firms set up shell corporations? in fact, the shell corporations, these supposedly separate companies, shared facts, office space and resources so that the firm coordinated the ad buys between the n.r.a. and the campaign. once again, the sec did nothing so the campaign legal centers had to sue the federal election commission in district court. the n.r.a.'s political spending more than quintupled between the supreme court, more specifically since the appointees on the supreme court allowed unlimited anonymous monies into our political system. from 10 million in 2010, the year of the decision, to about 55 million in the 2016 election. the n.r.a. now spends unlimited amounts of dark money on political ads. they can come after people. they can threaten people. they can make promises to people. and that is why 86%, 89% of the united states public gets ignored around here. when representative raskin and i wrote the n.r.a. and the consultants about this coordination scheme, guess what the supposedly independent group did? they wrote back to us in the same letter from the same lawyer. some independence. and of course, we're still waiting on the fec to take any action at all. by way o a visitors guide to the sewer of modern politics inhabited by the n.r.a., ask you nan must consent that an article from the trade called "a guide to every known investigation of the n.r.a." being appended to my remarks as an exhibit. i'll close where i began, madam president. there have been 293 mass shootings since january 1st of this year and the american public has an extraordinarily common voice for red flag laws, for expanding federal background checks, closing the gun show loophole, banning assault weapons, and banning large capacity magazines, and we don't listen to the popular will here because of the menace that the n.r.a. has become in our politics. the anti-democratic menace that the n.r.a. has become. i yield the floor. >> i rise tonight to join the chorus of democratic senators in this chamber demanding action to address the american gun violence epidemic. we stand here tonight on behalf of the tens of millions of americans from one end of the country to the other who are crying out for change. every few months it seems our nation is rocked by another horrifying mass shooting. el paso and dayton are only the latest entries in our

national pta, the nation's oldest and largest child advocacy association with members and all 50 states, d.c., the u.s. virgin islands, puerto rico and europe. no parent should fear for the safety of their child and every time they leave home for school, or anywhere else. and no child should live in fear everyday wondering if this is the last day they will see their family. since 2013 there have been 471 incidents on school grounds. thousands of children across this great country have been victims of a witness or a witness to gun violence in their homes, schools, or communities. we have issued so many statements on mass shootings at schools. over the years that we now keep a draft on file at all times. in every statement we remind the nation that our students deserve to have a safe environment in which to learn and thrive. in every statement we urge congress to do more. now is time to act. doing nothing is unacceptable. this august i published an op-ed asking congress to return from its summer recess to enact commonsense proposals such as passing red flag luscombe universal background checks, funding for gun violence research, and banning assault weapons. alll of which the majority of americans support. unfortunately, congress chose not to return to d.c. this summer to address this epidemic. so here i am again today asking for change on behalf of children and our families. universal background checks can't and will save lives this commonsense measure would have saved seven lies and prevented -- and would've prevented traumatic injuries and is, him the 17 month old daughter of our families assistant pastor. anderson as a toddler. the only pain she should've known should be from scraped knees when she was learning to walk.

national organizations were formed. the first one was the national women's suffrage association. that was founded by anthony and stanton. they did not support the 15th amendment, and focused their work from that point onward to fighting for constitutional amendments that would give women the right to vote. we also have lucy stone, her husband and other suffragists who supported the 15th amendment. however, they focused their efforts on winning women the right to vote at the state and local level. they weren't necessarily opposed to a constitutional amendment, but they didn't really feel very optimistic at the constitutional amendment, at this point in time. one of the really fascinating things about the women's suffrage movement is that after women lost the vote in new jersey in 1807, the first states to give women the right to vote giving beginning in 1869 were in the west. the wyoming territory was the first territory at that point in time to give women the vote. they became the first state to do so when they obtained statehood in 1890. interestingly, no states east of the mississippi gave women the right to vote in the 19th century. here, we have a petition from utah. utah is a really interesting case. because utah had a mormon majority legislature, congress was really opposed to the practice of polygamy. they made a number of efforts in the latter part of the 19th century to try and outlaw the practice. this petition is from women who had already gotten the right to vote from utah. that was when congress was trying to pass legislation to outlaw polygamy. they make lovely arguments about the fact that women manage to maintain their respective eligibility and urged congress not to take the vote from them when they passed that legislation. congress was not successful. about a decade later, women in utah did lose the vote when congress passed anti-polygamy legislation, but once utah got its statehood, they gave the boat back to women. one more really interesting thing about this story is this is the only time congress actually took the boat away from women, as well. the women's suffrage movement took more than 70 years. generations of women had to fight for their right to vote. one of the reasons it took so long for the suffrage movement to be successful was because there was fierce opposition to and franchising women, not just from male politicians, but from a lot of women as well. this was a period of great social change. women's traditional roles, in particular outside the home, were shifting dramatically, and lots of women really resisted that change. we have this fantastic petition from more than 850 women. they urged congress not to give them the vote, and they make a number of different arguments for why they don't want the vote, and i will just read one. they argue that, because these changes must introduce a fruitful element of discord in the existing marriage relation, which would create detriment for children and increase the alarming prevalence of divorce in this country. this petition comes from 1872. pretty remarkable that argument was being made already back then. we have this great graphic here that shows the mother heading out the door on election day while her husband is left at home with the children, doing all the cooking and cleaning, and it really speaks to the fears that a lot of anti- suffragists had at that point in time. certainly, lots of women and men were opposed to giving women the right to vote because of how it might change the family dynamic, but that was not the only reason anti-suffragists were opposed to giving women the right to vote. we have this exhibit case that looks at the way race came into the discussion, and the debate over giving women the right to vote. race-based arguments were used on both sides of the suffrage movement, not only against giving women the vote, but also for or against doing so through a constitutional amendment. we have this really fascinating postcard from the georgia association opposed to women's suffrage. i will just read a couple of the arguments that the postcard makes. vote against women's suffrage because universal suffrage wipes out the disenfranchisement of the negro bylaw and white supremacy must be maintained. it makes pretty clear southern states in particular, especially because they had been able, after the 15th amendment ratification, after the end of reconstruction, had been able to implement discriminatory measures that pretty effectively disenfranchised a lot of african-american men, they feared that giving women the right to vote, in particular african-american women, would undermine that effort. base was a critical issue in the suffrage movement. it's also really important, and with the goal of the exhibit to highlight the clinical role that african-american suffragists played in the fight for women's voting rights, in particular the ultimate success of the 19th amendment. we have this petition here from washington, d.c., signed by both african-american men and women, urging congress to pass a constitutional amendment giving women the right to vote. something i find really fascinating about this petition is these are petitioners from the district of columbia. at this period in time, 1877, when this petition was signed, there were no voting rights in the district of columbia. something else that's really interesting about the petition as it is signed by two of frederick douglass's children, including frederick douglass jr., and rosetta douglass sprg. all of the documents we looked out so far are in the holdings of the national archives, and the national archives preserve them for future generations. i think it's really spectacular that a petition you send to congress today just as these african-american petitioners did in 1877 becomes part of the national archive holdings, and we are really fortunate we have it here today to help tell this story. we have seen lots of petitions on this tour. really, when women were pressing for their voting rights, they only had first amendment rights available to them to press their government for their rights, and political change, but one of the other rights that suffragists used, the freedom to assemble. they used that pretty effectively to gain greater visibility and public attention in particular for their cause. we have this great wall mural. one of many suffrage parades for states throughout the country. this one is here in washington, d.c. from 1913. that was one of the most national old trails road that the dar at a national trails road association had mapped out that stretch to california. they wanted to mark the whole distance of it break but these lands to put up lots of markers soon proved impractical. putting up bronze plaques every mile would be too expensive. painting telephone poles is more affordable in the short run but hard to maintain. when you're relying on local chapters throughout the country. instead they shifted gears and decided they would put up once culture per state. the trails would be marked by these larger-than-life sculptures of a pioneer mother. unlike the old westport relief i showed you from years earlier, features a woman with a rifle. when women are featured with rifles, it is never in the active shooting. they are not intended to be out hunting or fighting people. it is the sign that they have it as for protection, an indication that the west was an unsafe place for women. and emphasizes their, the hardships they were facing. so this shows them plotting westward -- plodding westward. a few years later, topeka wanted to erect a pioneer mother on the state house lawn. they initially chose a sculptures similar to a much more famous when in pocket city, oklahoma which showed a young, attractive woman walking west, caring a bible and letting her young son by the hand. -- ponca city, oklahoma. topeka intended to erect the same one by the same sculpture. but the image featured up in woman holding a scythe. the people in topeka did not like this because to hold a scythe implied women were doing field labor. if you know any thing about pioneer history, women were doing fieldwork. in earlier spirit but the goal of the frontier peoples had been to maintain separate gender spheres. men working the fields and women worked in the home spirit they crossed the lines a lot in the early years on the frontier, but they do not like anyone to really talk about that. we want to erase that from our memory. so they replaced the bryant baker design with this one, by meryl gage, the same sculpture as the old westport relief from 15 years earlier, which again, shows woman with a rifle instead of a scythe. oddly, you do not want women shooting guns anymore than you want them wielding a scythe. but it did not even cross her mind that you can perceive this as a woman going out to fight humans or even wild animals. at his and entirely defensive tool for her. right? and lest you think she's a strong woman, which the dar sculptures might have actually implied, gage sculpture for the kansas state house has her seated with her son reading a book, probably the bible though it is hard to tell the sculpture. and holding her baby. so by placing her in a chair, we have her in and messick space. we have her -- in a domestic space. we have are resting from her labor. and we have her contained in a domestic sphere. and the rifle across her lap just in case her husband is away doing what manley men do in the forest. so this is the kind of imagery that gradually wins out across the country. but it sits well, i think, with the kansas city penn valley park sculpture which shows her and wrote to the west, that shows are on horseback. in reality, women walked along the trail. but increasingly in the 1920's and 1930's people get interested in depicting her, and iconic pioneer mother, writing in a covered wagon or in the case of kansas city, riding on a horse. because even walking 2000 miles is a major undertaking. we do not even want to think about women doing that pre-we want to think about women being enclosed in the domestic space as much as possible. there's an intention here that there trying to protect her as being a proper woman. protector as a civilized woman, by placing her in spaces that are at least pseudo-domestic or contained in some way. interest in pioneer monuments declined significant layout afterward or two. -- after world war ii. -- declined significantly after world war ii. there were two dozen pioneer monuments put up in the 1920's and 1930's. just a handful were put up in the decades following world war ii. when they did get put out there were no longer being placed in really prominent locations. penn valley park or on the statehouse long. -- statehouse lawn. instead they tended to appear in smaller towns or suburbs trying to make a name for themselves. for example, prairie village shopping center, a brand-new postwar shopping center, right? this is where it is out in terms of civic life in the 1940's and 1950's and early 60's -- early 19 six d's. public life moved from the downtown city center, the civic center areas to suburban areas. people are building new postwar suburbs. they're getting in their car and driving to shopping centers, rather than being on foot in the city. so it made perfect sense to put a pioneer statue at the time it was placed at the entrance to the parking lot for the shopping center. a brand-new shopping center, but we are valuable with our local kansas roots, right? because we have a pioneer family, mom, dad, and baby and a wagon wheel sitting at the entrance to our shopping center. it was much later when the shopping center changed hands and this piece would later move to this south end of the traffic circle that you see here. monuments in the postwar. tended to depict a nuclear family. occasionally mom and dad and baby like this one. this had appeared somewhat in the 1920's less frequently than the solo pioneer woman and her children. the family unit becomes more of an emphasis in the 1950's, as american culture begins focusing on nuclear family. again, the part of moving to suburban life, rather than being a part of an extended kin network, people are to emphasizing a new clear family. increasingly, instead of a baby they start depicting a young son. eight years older 10 years old or a teenager, who represents hope for the future. for the nation. things began to change again in the 1970's. dr. prescott: as the united states prepared to celebrate the bicentennial of american independence from great britain in 1976, the nation initially planned-the government initially planned a federal nationwide celebration to be held in washington, d.c. or philadelphia. no one could agree on what that should look like. this was at a time of growing identity politics, coming out of the 1960's and the early 1970's you have interest in african-american identity, interest in latino identity and so forth. the nation is more fragmented in the way that it chooses to remember itself. in the wake of those identity politics movements. debate over vietnam and so forth. the bicentennial national celebration sort of falls by the wayside. instead they decide to put the resources behind encouraging local history celebrations. so, state and local level commemorations. this leads to renewed interest in all sorts of american history. your people getting inter
