once every ten years as required by the constitution, we need to conduct the national population count. that's what the census is. how many people live in the country. and it's done state by state. because it's the state population counts that determines a couple of very important things. fundamentally our representation in congress, how many people serve in the house of representatives representing california. if we have an under count in california, we'll have less representation and we certainly don't want that. also impacting communities is funding. when federal funding is distributed to states on a per capita basis, it's our state population count that determines how much resources our state gets. when i say our state, i don't mean it's going to some account in sacramento. i'm talking about how it's distributed to each county, to each city, to each community. you know, funds like funding for housing, funding for infrastructure. i used to tell this story about funding for education. because ten years ago the biggest under counted population in california was children under five. my
