press club. gentlemen, welcome to the national press club. congressman jolly, would you like to begin. >> thank you to the national press club and to my colleague rick nolan. when we first started this, i knew we wanted to be a bipartisan effort and with rick support we are that. i will spend a couple minutes talking about the actual congress construct. we will talk about the national stop act and i will give you a little bit of my perspective. i know rick has his opinion as well. some members of congress are prohibited from raising members -- raising money while they are in session. some are prohibited from directly soliciting. it was upheld by the supreme court. the supreme court indicated the prohibition might be constitutional law and justice but it might require a different construct for elected officials. i took the model that applies to judges in 30 states and said, let's apply that to congress. it is simple, it is four pages. every member can read it. it specifically says no member of congress, the house, the senate, the president come
