i think the national restaurant association -- we're under the ohio restaurant association, but it'so understand how critical the restaurant industry is, not only to our communities, but to the work force. we provide a service. we are 51% of the food supply chain in america. we supply -- i'm sorry. we employ 20%, so 10% of the work force are restaurant folks, but the ancillary businesses and the suppliers that support that take it up to about 20%. and, no, it's not -- it's not as robust as we would like it. and so i think as long as we've got a laundry list of things that we believe should be included in regards to -- there's a number of different issues. whether it's the length of the forgiveness, the percentage of how much is going towards payroll versus other very critical costs for restaurants that were not considered, i think that really on behalf of restaurants we would ask, please sit back down at the table with the national restaurant association and get inside the heads of restaurant folks because when you consider how important the airline industry is and the bill that was

national restaurant association which the trade group they issued a call today for changes to the programry to guarantee some kind of funding specifically for restaurants. this program was never tailored for restaurants. they want to have the terms change and access the funding when they are open. opposed to so many are still closed. if they get the funding they can't hire workers back. the trade groups are talking to the administration and to federal officials to try to get something passed this week and something tailored for their needs. >> do we know if there's a push to include more over sight in this deal? >> there's some democratic voices who said some of the big loans should be investigated. that there should have been more oversight to begin with. and even some of the advocates said it was passed quickly. some of the lawmakers didn't fully understand the scope of the potential loans and how they would be given out and in hindsight do agree privately there should have been changes made. we'll see going forward fw that can be added as part of the additional federal packages. >> "wa

sales were down 47% in the first three months of march according to a national restaurant associationurvey which would, of course, make sense. in so much of the country restaurants are closed. they've lost $25 billion. my partner, nbc senior business correspondent stephanie ruhle joins me now. this was a change that was made in the last round of tax cuts in that businesses used to be able to deduct meals and entertainment, a certain percentage of it. that went away. donald trump says if you put that deduction back in, companies will load up the restaurants once they open again and it will undo this problem, undo the damage. >> okay, ali. this is absolute nonsense. the president took his first swing at this sunday night in his press conference, and he brings it up again. what he's talking about specifically is companies, corporate america, that used to have big fat expense account dinners with towers of raw bars and waiters showering truffles all over the dinner table. we're talking about dinners where the bills were $10,000 and up. companies haven't stopped doing that because they can

in fact, the national restaurant association sent us all a letter yesterday saying, yes, we need more but equally important, we need to fix these provisions that are actually making it harder to make good use of the money. the counter proposal was, yes, we need the funds, but let's fix it and let's also provide funds for other very critical measures which is getting more supplies up to the front line health care workers. so this was a case where we put together a bipartisan counter proposal but apparently senator mitch mcconnell and president trump wanted to be able to tweet misleading tweets like the president did this morning instead of actually fix the problem. >> there's been debate over when to reopen the economy. i'm you saw the president suggesting by may 1st as a possible target date. how do you think it should be reopened and when? >> ayman, my view is, we all have to listen to the health care experts, listen to dr. fauci, not to president trump playing doctor, playing, you know -- acting as a health care expert. and that has to really drive the decision-making because if peo
