there is a great team at the national science foundation, which i am sure we will talk about. good people working in education and training areas. and good people at opm, although they are drowning slightly, and there are good people sprinkled throughout the federal government. the reality is, the overall progress, that is not enough to overcome the barriers we are facing. the number one barrier that we identified is the lack of data. government cannot make good decisions without good data. we all understand that. despite the fact that we actually have a legal, you know, a statute saying collect the data, we do not have good data. and there are a lot of things responsible for that, the provisions are not written perfectly, and even as written, it is being ignored or carried out inconsistently among the 101 federal agencies. so that lack of data is critical. and normally, any military person would say it is a lack of leadership, but if you don't have data, it does not matter if you have leadership. once you have that data, you need strategic leadership. someone at the white hou

we need to bump up the national science foundation scholarship program. right now it's cruising it around 55 to 65 million every year over the last 2 to 3 years. producing 400 workers a year and mthey're popular. i know they are popular because at the matching fares they do in the spring nsa and cia are the two organizations taking the most people and they can hire anybody and they come in i are these kids so i know they're the right ones but we've got to getback to about 1000 graduates a year . is currently 82, we need to spread a few more and essays identified 370 schools with the cad program so we know that our schools to go to i strongly push this rotc program over other initiatives. s there's one in congress now, a digital cyber academy or digital service academy . i think this is a real estate . a brick and mortar institute will take years to build some money on all the other programs but it's also not going to contribute to the private sector. when we run these programs it aids 120 private universities and many more than our graduates and the peopl

you've got the national science foundation for service. you've got the centers for academic excellence prevent cyber talent management system. all of those are pretty interesting sharp pieces that could make a difference if they were connected to some larger. what's missing is not some of the key parts there is more to be done there but the medicine iss the strategy would then use that strategy to figure out how we connect those, give them the possible leverage to amplify their efforts but broadly across the federal government arm in arm of the private sector for the government cannot send their end of the problem that cannot filter one and you got to solve the national problem in this regard. if not something even bigger than that in that regard i would say we have to choose we have to make sure we first have a uastrategy that defines what is missing. we then have to make use of all the parts that are there connect those two thater strategy. that strategy to mark's point needs to be driven by data. nice is somebody accountable to use that
