first african-american to serve on the board for the president's advisory council of the national wildlife federation. jacques smith was amazing. i know as a young lawyer his life stands as a personal tribute to me. i am grateful to have known him. i know that i walk in a path that he blazed. and for that i am eternally grateful to his parents, to his family. and some of his family members are here with us today in the gallery. he is forever remembered as a remarkable and amazing man. he is survived by his wife of 45 years, ms. yvette smith, and his daughter, who is with us today. i want to say in closing that his life is truly a testament to what is possible with opportunity, when you take opportunity, and with so many resources. jacques' life, he lived it by the favorite quote he always would say, service is a price we pay for the space that we occupy. it is with tremendous pride and privilege and great honor that today i get to recognize the life and legacy of attorney jacques smith on the floor of the united states congress so that all of us can remember that we must pay our fair share -- the spe

federal land managed by the blm. the blm was a cooperating agency with the state department as was the u.s. fish and wildlife service and the national park service in the preparation of an environmental impact statement to address the effects of the proposed pipeline construction and operation activities. the blm identified pipeline routes across federal lands in montana that would minimize environmental impacts of pipeline construction. the final eis was issued on august 26, 2011. in addition, under the mineral leasing act, the blm is authorized to issue rights of ways across federal lands. filed applications with the blm in 2008. the keystone project would include a permanent 50-foot right-of-way along the scattered 42 miles in montana and comprise a total of 270 acres. applications were also filed for temporary use permits and for electrical transmission lines on public lands in montana to supply power to the proposed pumping stations. temporary rights-of-ways for construction purposes were comprised of a few hundred additional acres dispersed on blm46 managed tracts of lands. these permit or applications have not been withdrawn,

the republicans want to drill into the pensions of federal workers to fund our highways, they want to drill in the arctic national wildlife refuge america's serengeti, off our beaches in florida california, new jersey, to fund this transportation bill but if we are looking for revenue to fund our road projects, start by ening this free ride big oil is feting on public land. in recent years, the amount of free oil these companies have been pumping has gone through the roof as more of these free drilling leases have gone into production. in fact, right now, more than 25% of all oil produced offshore on federal lands is produced royalty-free, tax-free. they don't have to pay any taxes whatsoever. let me say that again. these companies get a complete windfall profit by paying no taxes for drilling or for the coastline of this -- off of the coastline of the united states owned by me american people. what kind of plan can that be in order to make sure we have sufficient funding, in order to pay for med kay pay for kids going to college, pay for the research to find the cure for cancer. of all the companies that should be kickin
