i'm here to express my support for the navigation centre and say that the navigation center ought to be voted on today and built asap and that's the result of value judgments i have made. i'll clarify what my value judgments are. i think a person's right to sleep in a bed with a roof over a head is more important than a parking spot. i think that the overextended processes by which wealthy owners, could reject bike lanes and navigation centers, that is less important than the fact people are dying because of these things. i'm the child of an immigrant from al salvador and she came here in the middle of the civil war and a plausible threat of death, she came here to the united states for refuge. i came here to san francisco for refuge. there are many hundreds, thousands of lgbtq children coming here for refuge and they don't have networks. they've been alienated by their families. i have a job and there's no system in place for these lgbtq kids to go to to find support without these massive bays navin centers. i'm honestly quite tired of the talk of delay and further process and furth

this navigation centre down there that you building in embarcadero is only 130 slot. you keep flip-flopping. 130 to 200. they don't make no difference. you wasting money and time. i showed you can build a 27-story tower for $57 million which is same amount of money for navigation centre and you can build permanent houses for people you claim to help. this is not the first time this came up. this came up with the last administration where people were complain about the navigation centres and some of the interviews were complaining. you are retraumatizing the homeless people by letting them stay there for 60 or 50 days. you kick them out and put them back on the street again. another example, how homeless people don't need no homeless program. they need permanent housing just like you. i went down there to that hearing and both sides is like little kids. you raise $100,000 on a go fund me page to try to combat each other views when you should be putting that money together to provide apartment building complex. >> president yee: thank you. next speaker. >> good afternoo

when we open up to the bryant street navigation centre earlier this month, i met a woman who had justng addiction and breast cancer. on the streets, her medication kept getting stolen, she couldn't get healthy, now she is inside, and she is working on getting housing. at bryant street, she gave me a hug, and she said she is hopeful , and so am i. if she has hope, others can too. that is the difference. she is excited about the future, and i'm excited for her. if she can have a hope, and others can too. i've already announced my plan to add 1,000 shelter beds by 2020, enough to clear the shelter bed waitlist. [applause] >> we also are declaring a shelter crisis so we can get these shelter beds builds now, and i want to thank supervisor supervisors brown, haney, mandelman, supervisor stefani and walton, for joining me in recognizing our bureaucracy shouldn't stand in the way of one single thousand beds. this is a huge step, we know, but it is not enough. we know we have around 4,000 unsheltered people in our city, sleeping in our streets, in our parks, in the doorway is, or in vehicles.
