i oppose the navigation centre referred to as a megahomeless centre. i have grave health and safety concerns. the city and the port seem to be racing ahead to force the centre on our neighborhood without any sort of due process. southbeach and somo is a densely populated area, thousands of small children and we heard 25 preschooled and daycare centres. small children are uniquely vulnerable to homeless, many with substance abuse robs, probs and unfortunately, they have experience with homeless due to the unofficial homeless camp. one of our neighbors recently was the victim of a home invasion by a homeless person. another neighbor is a toddler who was stuck by a hypodermic needle and coming up by her six-month hiv test. several good samaritans pulled the homeless person off until the police arrived 25 minutes later. so district 6 has homeless at fifth and bryant and have borne more than our fair share. if the port proceeds with the megahomeless shelter has it should be called, it is putting the life and health of the residents of soma and southbeach at

when we open up to the bryant street navigation centre earlier this month, i met a woman who had justng addiction and breast cancer. on the streets, her medication kept getting stolen, she couldn't get healthy, now she is inside, and she is working on getting housing. at bryant street, she gave me a hug, and she said she is hopeful , and so am i. if she has hope, others can too. that is the difference. she is excited about the future, and i'm excited for her. if she can have a hope, and others can too. i've already announced my plan to add 1,000 shelter beds by 2020, enough to clear the shelter bed waitlist. [applause] >> we also are declaring a shelter crisis so we can get these shelter beds builds now, and i want to thank supervisor supervisors brown, haney, mandelman, supervisor stefani and walton, for joining me in recognizing our bureaucracy shouldn't stand in the way of one single thousand beds. this is a huge step, we know, but it is not enough. we know we have around 4,000 unsheltered people in our city, sleeping in our streets, in our parks, in the doorway is, or in vehicles.

mission neighborhood centres youth programs will provide monthly workshops for older adults and adults with disabilities to increase their skill and comfort level with technology and navigating the interstate. the second component is a class called "each one teach one" this is a percussion and singing exchange class under the direction of music educator older adults will learn songs and musical skills during the first half of the class. in the second half of the class, the participants will engage the preschool children on site and their parents to teach and share with what they just learned. the third component is a class called "la vita comita." this class will bring teenagers enrolled in program, bring together those youths and the older adults and adults with disability to cook traditional healthy meals together. the cooking class will use the professional services of a nutritionist to ensure that the recipes are healthy. the tech and cooking components will be monthly and the music component will be weekly. mission neighborhood centre will provide all average of eight hours of programming a month and will engage at least 80 consumers annually. thank you. i'm happy to an
