when you talk about multi-year procurements, i am a navy highlight by trade. we worked hard to get multi-year procurement. my concern is i have heard testimony that because of the sequester we are in a situation where we will have to give up a hot guy in the procurement is the, and the reason cost per unit will be higher if we cannot be multi-year procurement. there are a number of concerns. highert per unit will be than it otherwise would be. that is a problem for the taxpayers. beyond that, we have an industrial base that will want to enter into long-term contracts, and now there is a political risk in doing so, beyond just the technical risk. you could comment on how does the sequester effect multi-year procurement? >> there are two parts to this. the multi-year procurement authorization is awaiting passage of the defense authorization act. it has been supported by the house and senate but we cannot move forward without the authorization. step one is we need its authorized. it has to be included in the appropriations bill. it will provide for the multi- yea
