it isn't just navy. it isn't just the military that is going to keep the peace in the western pacific. it is going to be making sure our network of alliances, i would not trade our friends for china's friends. specifically i would like to be more friendly with vietnam. i wouldn't trade that and i share your fear of that network diminishing. i don't know that i have much feared that it is going to happen. i think we will be able to keep our friends. >> you are looking at the wrong guy to defend the personnel decisions of this administration. [inaudible question] >> i think that is fair. >> a question toward the back of the room. >> good afternoon. i'm a retired marine aviator, a strategic bread team analyst for the defense detection agency. thank you for the presentation. you already answered one of my questions. i don't know if you thought about using pizza or balloons like use over bases in iraq for early warning and tethering those to see hunter surface vessels. i will defer to your expertise on naval

i consult to the navy. so you have to all take that, put it away because what is going to tell you now are my opinions, not what i get paid to do. my opinion here is that this is a very sorting bureaucratic problem. we allude to that in the report -- thorny -- in the first draft of it, i did a hell of a lot more than allude to it, i backed the language out a little. surface people like dave and me believe we need more organic isr. we need that, we need something that takes off from my ship, is under my control, completes my fire control loop. anything that takes off from my deck is paid for my airplane guys in the navy. the airplane guys have quite justifiably said for years, you don't have a requirement for that. you haven't showed as your requirement. this, part of this is a function of missiles moving out in capability after than the isr could catch up to it. this is why i think the congress asked the navy to do its study, was to determine whether or not such a requirement exists. marines clearly believe

navies. there must be a better way to quantify i just don't know what it is. acting secretary has made it very clear how do we get to 355 in ten years? the national security advisor made it very clear administration goal that if we continue to count ships the way we do today, where at 292 i believe, 355 is almost 22 percent larger and $40 billion a year to maintain a navy of that size. you can't just buy the ships you have to put people in them and maintain and food and fuel and parts. but the size of that is gigantic. i didn't want to be one of those and not to send the acting secretary if you count the same way we do today in the network naval force. with the unmanned surface vessels? to have 32 missiles on the piece we didn't count coastal patrol boats and increase the navy ship count. that that would be well advised and to the conference center that you all sign up on. of those $8 billion a year those have the services larger and number two a serious strategic choices made on the elements

live right here, close to the navy yard. robert armistead was the slaveholder who held mary and the six children. ok? a white man, a foreman in the yard. not particularly wealthy. his principal wealth really was marianne the six children, mary bell. daniel clearly knew two things about robert armistead in the summer of 1835. he knew that robert armistead had signed a memorial for the abolition of slavery in washington, d.c. it was circulated in 1828. 1000 or more white men signed it. 90 white men at the navy yard worked there and signed this petition, this memorial, which was sent to congress saying slavery should be abolished and the district of columbia. bell knew that armistead had put his name on that memorial. he also knew that the three justices of the d.c. court had also signed that memorial. everyone probably took note of that. but he knew one other thing, too , and that was that robert armistead would die. he was sick. we don't know the cause. increasingly, his health was failing. he left the navy yard, he could not

navy. is this the wake-up call that we've been hearing about coming from the chinese, wanting to be able to project force far, far from their borders? >> really absolutely it is, leland. this is an example of the chinese aligning themselves with a very dangerous actor in iran. now, just yesterday iran was probably responsible for the bombing attack in iraq that claimed the life of an american contractor, injured many other american troops. the very fact that the chinese would align themselves with iran in an exercise like this and provocative fashion should be you alarming to every american. it certainly is to myself as a policy maker sitting on the armed services committee. leland: should it throw in the face of any republican who says, well, russia can be our friend, we should have an alliance with russia against china, russia is not that bad. this might prove exactly who they are, who they think their friends are, right? >> again, the alliance of china, russia, and iran is a dangerous al

navy, in fact, was the attack at the navel station in washington, d.c. we were starting to improve after fort hood. we had eric olsen analyze the shootings at the washington navel yard very carefully. we've put a lot in place. but as we were just talking about a few moments ago, you know, crime is where motive meets opportunity, and the opportunity that's afforded to shooters with long guns, highly automated weapons, let's face it, even in a few second people can do massive, massive damage. so i think that's what we're going to discover here. i suspect this is probably an active duty person or a shipyard kind of worker. we've got 16,000 navy people, about 4,000 or 5,000 civilians work on the base. as katie said, it is the heart of navel aviation and it's important to the navy symbolically. this one will hurt hard. >> as i understand it, there's 16,000 military personnel and some 7500 civilian personnel who live and work on this base every day. what is the firearms protocol? do people have to register their weapons, do they have to have them locked up? ca

the navy is a great profession. if you get the right mentoring, flying jets, that is a good way to go. the navy takes good care of you. i had a great career. i had a big supertanker. the same rules applied. don't run it around, don't hit him with it. i went through nuclear power training. that was very difficult. >> i had the privilege of skip ring the ranger. being skipper of the uss ranger. i had number seven. during eight years of cutting back, financially, they sold it for a dollar in scrap. you did not know that. that happened. the other day, i was up in new york and i was doing a tv appearance. i met a couple of interesting people. i talked one of them into trying to get some power going down here to name one of the new carriers ranger and carry on the tradition. thank you so much for listening. we will go to questions. i am kind of long-winded. >> >> i was prepared if you were not. there are lots of great stories in this book that we did not have time to get to tonight. i encourage you to get your hands on a

navy. we don't know anything about those individuals yet and we know that there has been a hospital, local hospital report that they have received five injured. the navy says we don't know the total number of injured yet. but what would a situation be -- what would this be like at this base, joey, knowing it so well as an active shooter situation and the entire base goes into lockdown. there is preparations for this. >> yeah, they have a big military retired community around it and so do most big bases. the thing to keep in mind there are a lot of people aboard these bases at any given time that aren't active military or their wives or dependents have i.d. cards. when something like this happens it's important to lock the base down, to have communication with those that are active duty to get them to stay where they are or get them to a secure location that you can hold accountability. the first thing that will happen across the base is accountability. head count, knowing who you have and w
