nbc bay area's bob redell joins us live.y council is going to vote on incentives to hire new police officers so what's the rub? >> well, good morning, kris. there are currently 60 vacancies in the oakland police department for officers. these are funded positions that have not yet been filled, and what the city council wants to do is get those positions filled as soon as possible with veteran officers from other police departments, not with rookies coming out of the police academy. as you can see in the live stream, the oakland city council is meeting virtually right now. they are taking public comment on this issue and we expect them to then vote on this emergency legislation and you're asking what would the incentive be? to approve $50,000 hiring bonuses to entice those veteran officers to leave their departments and come work for oakland immediately. right now opd has only 676 sworn officers. that is a decade low number, according to the mayor. it's also in violation of voter approved measure z which requires at least 678
