nbc news's raf sanchez has more from tel aviv. >> reporter: an israeli official tells nbc news there progress in talks over the weekend in paris involving the cia director, but there is still a long way to go towards a deal. negotiations right now focused on a proposal that would pause the fighting in gaza for several weeks, get more humanitarian aid into palestinian civilians, and lead to the release of israeli hostages beginning with women. but israel's prime minister benjamin netanyahu is saying deal or no deal. he will push ahead with an attack on the city of rafah in southern gaza. he says israel's military has drawn up a plan to move more than a million civilians out of the city before an attack begins, but humanitarian groups are saying there is simply nowhere safe in gaza for them to run to. meanwhile, in yemen, the u.s. and the uk carrying out another wave of strikes against iranian-backed houthi militants, hitting 18 targets. that's according to u.s. central command. but there is no sign at this point that these strikes are deterring the houthis from their continuing attack

nbc bay area's ginger conejero saab live for us at the scene. this is where she's been following this story all morning. ginger, do we have an update on those victims' conditions! >> marcus, the last judgment date we received from contra costa fire was over an hour ago. they say that two victims of this fire were brought to different hospitals. one man, who feels severely injured, was airlifted to uc, davis, another woman transported here in the east bay. a neighbor tells me it was an intense scene early this morning. she says she saw the man run in and out of this house. she says it looked -- appeared to be that's what's going on around the country man was trying to rescue an elderly woman who may have been trapped inside the home still when the fire broke out. now, this is what is left of the home. it is a total loss. you can see that entire front of the home is boarded up. it was scorched. same with the garage that firefighters had to saw open to ventilate some of the smoke out. now, here's a look at the intensity of those flames and the fire

joining us is nbc news' climate reporter chase cain. chase, so, tell us how climate change is affecting the amount of rainfall we get when it comes to these atmospheric rivers. >> the same thing we're seeing with all storms, that for every degree of warping, atmosphere is holding 4% more water vapor. it doesn't sound like a lot, but when you translate into a storm and hourly rainfall rates, that can be a huge difference. it was a rapid study released last week by european researchers that shows this particular round of atmospheric rivers is bringing 15% more rain than it would have in a pre-industrial world, and that matches research from nasa that says by the end of the century atmospheric rivers like this might dump as much as 50% more rain. those are some pretty incredible totals. >> with the last round, we saw some very powerful wind gupss in parents of the bay area with winds over 100 miles per hour. and we still have thousands of people without power right now. how is the impact of our changing climate changing the speeds of these

nbc's dana griffin is reporting from los angeles. i'm joined by nbc meteorologist bill karins.state dealing with all of this rain? >> reporter: chris, we just heard from some officials recently in los angeles county saying that they are responding already to certain things, including four reports of mud slides and three reports of downed trees. they are watching the storms for any impacts that could develop. right thousand, we're just seeing the steady stream of rain that's falling right now in los angeles county, but as you can see on your screen, these are just some of the impacts flooded roadways, downed trees, mud slides a highway being closed. right now, the brunt of the storm is being felt in santa barbara county where they had some more flooding issues overnight. and you can see this tree falling down, this landslide that's happening on your screen. this is the concern as the storm continues. while it may not be as impactful as the last one that hit earlier this month, especially in los angeles county, there is a lot of saturated ground in this area. so the concern is wh
