you're watching nbc bay area news tonight. >>> welcome back to nbc bay area news tonight. houston, a huge concern around here. no matter what your income level is, last night, the oakland city council voted to lower the cap on how much money should landlords can raise the rent by each year. landlords have rent -controlled apartments and only increase right now by 3%. before last night's decision, landlords could have raised the rent by 6.7%, because oakland's cap was tied to inflation. here's how much of a difference the lower capital make if you are paying $2400 a month right now, before, your rent could be raised to $25.60. now, capped at $24.72. this helps renters but hurts landlords. landlords say, they're suffering from inflation and the pandemic and are being unfairly asked to shoulder responsibilities of the housing crisis. they say, strict laws and ordinances make it hard for them to operate. so what exactly does this mean? our investigating unit talk to mom-and-pop landlords in a new housing series. these are landlords who only rent out one or a handful of units.
