let's bring in nbc news justice correspondent pete williams. what can you tell us? >> well, according to our affiliate wnbc in new york, the police were alerted through a tip to the crime stoppers system of a possible sighting of frank james in the east village of new york. a short time ago this afternoon, the police responded and an arrest was made at st. mark's and first avenue in that part of manhattan. the suspect was taken to the local precinct. and we're told by several law enforcement officials that they believe that it is frank rob james, the man that they've been seeking for the shooting in the subway, that apparently, he did have some identification with him when they made the arrest. and of course, in addition to the physical description and the photos that the police department released last night. now, lester, last night when you were reporting on "nightly news," the police were calling him a person of interest. this morning the new york city mayor said he was a suspect and the key factor in changing that is a trace done by alcohol, tobacco, fair arms an

joining us now is nbc news's maura barrett in oklahoma city.e significant developments even just this afternoon here on this issue, maura. >> reporter: yeah, hallie. so this bill that you just mentioned essentially a near total ban in the sense that it criminalizes providers who conduct abortions. and basically, it's making it a felony once it's signed into law, and it could be punishable by up to ten years in prison and a maximum fine of $100,000. as you mentioned, this is just one of seven bills in the oklahoma state house. the other one that we've been monitoring would limit abortions except for in the case of the woman's life being at risk and would even limit it down to the fact if it was an exception around rape, incest or sexual assault as long as those incidences were reported to law enforcement. and we know how rare that is for women to report when something like that happens to them. so when we saw the protest at the state house today, women really speaking out against the fact that this is having a huge effect for women in oklahoma a

joining us is nbc news senior political reporter sahil kapur.l, can you walk us through how these three seemingly unrelated issues have gotten tangled up? >> it's all about immigration, garrett. a covid aid bill was structured as bipartisan but republicans want an amendment that codified title 42 into law. they see an opportunity to continue driving a wedge into democrats because some members oppose president biden's policy. so they won't let that covid bill pass without that amendment. democratic senators have suggested adding the ukraine aid on, $33 billion, which has broad and deep support in both chambers. that still would require republicans to drop the filibuster and right now they're not interested in doing it. it's a bit of a rubik's cube as to how you do it all at once. >> do all three issues get even more stuck? >> that's exactly right. the only bill with a clear path to passage right now is the ukraine $33 billion package. senate minority leader mitch mcconnell has indicated interest in that, that generally means there are the votes t
