our nbc station in baltimore confirms bass will be named the new police commissioner. he left last fall after major cuts to the police force and butting heads over reforms. >> the rules of the road are changing when it comes to red light cameras. new legislation makes it easier to fight those tickets in court. that's not all. arthur ro santiago. >> this morning we're at the intersection of mission and warm springs boulevard. and they have red light cameras in every direction here at this intersection. the goal of this legislation is make sure these improve safety and are not being used as a way to make money. it would make it easier for drivers who do get tickets to challenge that. the bill would require that locations for red light cameras be chosen using only considerations for safety. it would prohibit municipalities using them for raising revenue and when it comes to where the cameras are placed, cities and counties would be required to follow a standard set of rules and mandate putting up signs that let drivers know the cameras are around and in use. there is also
