ncaa president, the ncaa president, mark emeret said thursday, "the ncaa will defer the immediate termals since the situation involved in the alleged crimes. as the facts are established through the justice system, we will determine whether the association bylaws have been violated and act accordingly." what do you think that means? >> absolutely nothing. it's kind of gobbledygook. it's the kind of gobbledygook that is all you get from the ncaa. it is always passing the buck. we have to wait here. we have to wait there. we have to wait on this judgment. we have to wait on that judgment. the ncaa is only there -- your previous guest had it right about money, in terms of the ncaa. the only thing the ncaa cares about is how much revenue and money they can make. it's the only thing they care about. college football and basketball, they are evil empires. it is absolutely out of control. penn state is by far the worst. we can sit here, ed, we could come up with 25 different scandals in 15 minutes. the ncaa does nothing. nothing. >> buzz bissinger, good to have you with us tonight. >> hey, th

what it means is it was a three-page letter, ncaa to penn state. at the end there were four questions the university has to answer, submit toes answers by the middle of december. let me get you a couple of highlights. one of them saying the coach has to monitor activities of assistant coaches and administrators in and around the program. another section applies here when it says you have to do more than avoid improper conductor questionable acts. the four questions, the ncaa wants answers by september 16th to be exact and penn state released a statement saying they were going to fully cooperative, the goal is to find out what happened and why it happened and make sure something like this never happens again. >> mike, would this ncaa investigation or the results of this investigation in any way be shared with local authorities or even federal investigators who have their own probes going? >> well, the ncaa says they will be looking at criminal investigations as they draw their conclusions. so they are going to be finding out that information, lookin

this is not about ncaa rules. what is going on at penn state is more serious than reggie bush but it is in the ncaa's jurisdiction to have much of a say here. i'm not saying it won't happen but this is not the typical case where the ncaa would insert itself. >> they have enough wins to be bowl eligible, but it is possible they mate say they don't want them? >> that's interesting. that's an interesting take. there was talk last week that penn state would decline a bull bid but that would be interesting. penn state brings a lot of money and they have a huge fan base. this is a popular team and they have a couple of defeats. if you are a lesser bowl this will bring in a lot of fans. on the other hand it would be a strong statement f. the bowls said after what is going on we don't want anything to do with the program this year. but the rumor that penn state would decline a bowl bid, that is not probably the case. if asked they will probably go. >> what will joe paterno be remembered as? >> i don't know how you divorce

ncaa stand up and let the voice be heard. >> to be fair, to be fair, congressman rush, the ncaa did provide $2 billion a year in scholarships and support which they say is second only to the government. how do you argue with that? >> that is the outside that looks like it's clean. but when you look at the inside of the cup, when you look at the exterior, you see all this exploitation. let me just say this. the cultural exploitation of youngsters conducted under the ncaa begins at 8 years old. when they go with these sports leagues. this club, i'm told, this club that this coach at penn state, this coach, the club that he founded was actually a kin to a recruiting club. there was documentation in this book played their hearts out about the recruiting effort beginning as early as 8 years old where they begin to exploit these youngsters, these parents and try to get these young men to get into colleges so that they can exploit them. if the exploitation begin as early as 8 -- >> now, congressman y kn, i kno >> then sexual exploitation is very easily turns into sexual exploitation. >> th

where's the ncaa on the ethics for child rape? >> well, the ncaa is nowhere on the ethics of anything. it is not an ethical organization. it's an organization where the president, mark elmert, makes $2 million a year and has 14 vice presidents, each of whom make $400,000 a year, and it's all built on the basis of revenue-producing sports, particularly basketball and football. it's a violation to serve bagels to recruits and have cream cheese. if you don't have cream cheese, it's not a violation, if you do have cream cheese, it is. yet there's silence on this. and it speaks to an issue, dylan, you've been discussing on your show for several years with regards to wall street and the banks. penn state and joe paterno became too big to fail. too many people had a vested interest in his legend. and that meant cover-up. that meant, at all costs, the fiction of joe paterno's penn state had to survive and allegations of horrible, horrible child abuse had to be hidden. at the same time, in this instance, the ncaa is the custodial body in w

so what more do you know about this ncaa inquiry? >> reporter: hi, fred. of course we all found out about it on friday, yesterday. and what we do know is that the ncaa has ordered penn state to answer a series of very involved questions. and they must respond by the middle of december. and then they'll see what happens next. but many of these questions involve penn state explaining to the ncaa various aspects of their policies and oversight. did they know exactly how their football program was being run? were the right people answering the right questions? did the -- was the board of trustees as involved as they could have been? were the students aware of what was going on when there were allegations of sexual abuse? was the campus kept informed about all of this? and, again, once they answer those very involved questions to the satisfaction of the ncaa, there could be more questions to answer. that's just one of many investigations going on here. you also have the ongoing grand jury investigation into those sex abuse charges involving jerry sandusky and w

what is the ncaa going to do at this point until all of these facts are out? until we've had some kind of a hearing? until there's cross-examine in this case. i don't understand what the ncaa thinks they're doing. it's utterly ridiculous. going back to jeff's previous point about the lack of a prosecutorial memo, in state court and in most d.a.'s office, they do have what's called a reject. i don't know if pennsylvania and specifically this d.a.'s office does, but here in l.a., virtually every case where the d.a. gets a case for felony filing, they've got to fill out a form, they've got to say exactly why they did it, and that's one of the things that goes into the file and it follows that file around. so to some degree, that could be a problem later on for the prosecutors as well. i don't understand why they wouldn't have anything, especially when you're talking about a case that's so emotionally charged, number one, and so potentially high profile. >> well, just good luck finding anything 13 years later. >> right. >> you're just dealing -- just the nature of

the ncaa is -- owe that in addition to investigating wrongdoing by the university. according to a new report, federal authorities may have good reason to investigate jerry sandusky because he crossed state lines with some of his accusers. we also learn from sara gannon who joins us shortly, another accuser may go to the grand jury and there may be victims with -- another bombshell concerning the former charity second mile, the one he founded allegedly to recruit victims while projecting a saintly image. david whittle saying the organization could end up folding. that's one of three options he laid out. that in his words the organization could end up "not continuing." the move matters because second mile faces a potential civil liability nightmare if the allegations are true and second mile turned a blind eye. they're launching an internal investigation. but they've been less than forthcoming so far about what they knew and had they knew it. in 2002 when the graduate assistant mike mcqueary saw sandusky raping a boy. curley told the grand jury he notified second mile
