the nctc has improved but we a scene the growth of fusion centers. there have been some high- profile failures. it seems clear that information to not get outside the stovepipe or the seller of excellence -- or the cylinder of excellence. what more is needed to achieve that seamless information sharing will try to attain? how do you ensure the role of the dni is seen as a value added and not just another layer of bureaucracy? >> excellent question and very relevant and pertinent and at the center of what i worry about in this job. i think in the minds of many, there is -- it is as though there was a symbol of aggression or formula that could be -- that can be applied so that the matter of automoticity, we can disseminate without regard to protection of sources and methods. there is a classic balance between scaring on one hand and security on the other. and this is a case of developing kind of a body of law in practice and we're getting better and better at it. the fusion centers are a great step forward and something that did not exist 10 years ago.

i have a lot of respect for mike lider and nctc but it didn't make sense that should be the case and this report from the administration doesn't make that clear either. so i think, i'll go back to another theme i stated in my report, i think we could do better at interacting with the muslim-american community and it is critical to dealing with this homegrown terrorism problem and i think one part of it, if i may repeat just in summary, is to call, to make clear that there's a distinction between muslim americans and this minority of violent extremists who have taken the religion of islam and made it into a radical political ideology. so i hope we'll do better at this in the years ahead. >> thank you. what is your response to criticism that is the u.s. counterterrorism approach is reactive in that the focus and resources always seem to shift to whatever group is conducted the last major attack, rather than strategically looking all kinds of future threats? they give, for example, u.s. government increased focus on right wang terrorists immediately fog oklahoma city and after 9/11, the

congress created the national counterterrorism center 20 lead the fight against terrorism, but nctc still struggles to get information that could be used to identify terrorists. congress itself gave little up sight into the executive branch's counrterrorism strategy and spending, a lack of visibility is troubling given the variety of threats and the budget realities we face. we must make sure that our polies and laws promote the most effective counterterrorism operations, not those that are the most politically expend. administration remains intent on closing guantanamo bay, even as we remain without a facility for long term dention and questning of terrorists, and even as the recidivism rate continues to rise. given the concerns about the detainees, especially those within aqap, i was pleased the senate intelligence committee's bill included provisions to improve detainee oversight requiring documents related to the transfer of guantanamo detainees. i think this provision should be a part of the final bill unless the administration moves quickly to work with the committee on a reasonable
