i rise in opposition to the amendment to strike a critical provision of this year's ndaa. i do share my colleague's concern for the current state of our u.s. coast guard icebreaker fleet. and do i believe there are ways we can address that issue. but i disagree with their proposed solution. to be clear, the national defense authorization act authorizes funds for the department of defense. the u.s. coast guard falls under the department of homeland security. this amendment seeks to take millions of dollars away from the navy in the long term and shift it to the coast guard for their expenditures. mr. wittman: make no mistake about it, if this amendment passes, there's no stopping the department of homeland security or any other agency from poaching enormous sums of our defense department budget in the future. today it's coast guard icebreakers. next year it may be the national oceanic and atmospheric administration research and survey vessels. and the possibilities are endless. unfortunately the funds are not. i would urge my colleagues to vote no on this amendment, to ensu

d as structured, the ndaa is fiscally irresponsible. and outside of the context, it's hard to talk about the budget control act by $72.5 billion and ase spending and broader discussion. but my amendment would give authority to the president of the united states and secretary of and reduce the amount of money by 1%. it ex cludes personnel by being included. the eads us well above spendings levels that i actually support. if i had my way, i would keep those numbers. but 1% is a very reasonable compromise for those of us who believe that we need to have fiscal responsibility as we head into the budget negotiation. there is many overfunded accounts. a 1% reduction in that context is extremely reasonable. $6.2 billion out of this bill. and there are many ways to find excess monies in the bill that would leave up to the military. we can consider numerous programs. and the bill authorizes the levels that exceed the president's request in and the military's request. during the bill's markup to educe the number of lit oral ships, we are blocking

going to the issue of fair pay, as you may know, during last year's ndaa process, i led the fight. it was successful to remove harmful provisions from the final bill that sought inappropriately to limit the fair pay and safe workplaces executive order from applying to the department of defense. boeing lobbied in support of efforts to curb this executive order. it lobbied against having contractors disclose labor law violations to the government. i vehemently opposed the roll back of the fair pay executive order earlier this year and i continue to feel strongly that we must do everything possible to continue defending american workers in this way. approximately 1 in 5 americans are employed by companies that do business with the federal government. every year tens of thousands of american workers are denied overtime wages or unlawfully discriminated against in hiring or pay, have their health and safety put at risk by federal contractors who may cut corners or are denied basic workplace protections. this is not to say boeing engaged in any of those practices. it was not directed at
