i secured an amendment in this year's senate ndaa to require the secretary of defense and the chairman of the joint chiefs of staff to produce an annual report on our industrial base and the potential constraints for our munitions production. this type of reporting should help to further identify gaps in our production capacity so that we can further refine future investments. overall, these actions would be an important step in the right direction. we know that our adversaries will continue -- continue to threaten our global security. we know as shown by russia's horrific invasion of ukraine that our allies and partners will continue -- they will continue to need munitions. and we know the united states needs to be prepared for any scenario that threatens our national security. the best response to those stark and immediate realities is to expand our ability to produce the things that we need to defend ourselves. if we do that, the greater our capacity is to project strength, react to any scenario, and better support allies and partners. thank you, madam president. i yield the floor.

first, defense spending will have to go up to meet the level authorized in the f.y. 2023 ndaa.he level included a house defense -- the level included in the house defense appropriations bill is wholly inadequate to meet america's defense needs and must go up to reach a final deal. second, nondefense discretionary spending will have to come down. the house nondefense appropriations bills were all marked up at a bloated level of spending which cannot be justified. these numbers must be reduced for an agreement to be had. third, long standing bipartisan pro-life policies that have historically been carried in appropriations bills must be restored. the majority stripped these out in the appropriations committee this year but they must go back in. i cannot emphasize this point strongly enough, madam speaker. no republicans, and i mean, no republicans will vote for these bills unless these bipartisan pro-life riders are restored. fourth, the 12 house appropriations committee bills include countless poison pills that have to come out. these are liberal policy riders on all matter of t
