if you head north from kansas, you end up in neighboring nebraska. nebraska is broad and flat. a mile wide and six inches deep and nebraska relies heavily on agriculture, specifically corn. not surprising for the so-called cornhusker state. the demographic profile is almost identical. eight in ten are white. nebraska is a solid red state when it comes to presidential elections these days but not so much when you move down the ballot. while kansas hasn't elected any democratic senator since the 30s, nebraska elected four including ben nelson who retired in 2012. the state's democratic party has struggled to register new voters over the last decade and struggled to remain relevant in the state. it's been quite a decline over the last decade. one final point in nebraska politics, state legislature is unlike any other. it has just one legislative body and not two. in addition, legislative elections are technically nonpartisan. no parties are listed on the ballots for these spots in the legislature. the two candidates with the most votes in the primary face-off in the general. despi

nebraska features a unique form of state government.y state in the entire country can a unicameral or single body legislature. all other states as well as the federal government have bicameral legislatures, meaning there's a house and senate, or in some cases a general assembly. but nebraska broke from the norm and has maintained a single senate since ever since the '30s. the man behind it was a man named george norris, a new deal republican who dreamed of reforming the u.s. congress. in is the 34, he managed to convince his home state to adopt the idea. both as a way to cut spending and to increase transparency. the state also did away with party affiliations. candidates run without parties listed on the ballot, and committee chairs are elected by senate members rather than partisan caucus leaders. norris added one more wrinkle. he made is so every single bill is entitled to a public hearing, a system that still exists today. does it work? in in 1935, the last bicameral session, they passed 192 bills that cost $202,000 at the time. the

i like this bill and agree with my colleague from nebraska to join in it because it's voluntary. it's not a mandate from washington. it's not something that says every employer in the country has to do this, and there are going to be rules and a bureaucracy and adjudications and all those kinds of things. no. this is a voluntary incentive-based program that says to every employer, not just those 50 or above or 100 or above or 500 or bofer, every employer in the country will have available to them this tax credit for offering paid leave to their employees. i think this is the way we should approach this, not, as my colleague says, with a one-size-fits-all mandate emanating from washington. i think incentives are always better than mandates. the other thing that's important about this bill is that it really focuses on the people who are currently least likely to have some kind of paid leave available to them, and that's people that work on an hourly basis. that's who this bill is focused on. the interesting thing on the data is that as you go up the income scale into salaried emplo
