neil starts now. >> neil: all right. not exactly gaining set backs. welcome, everybody. i'm neil cavuto. you're watching "your world." we're putting a month of stock trading to rest. a quarter of stock trading to rest. the first half year on the month. we saw the dow surrender a little ground. the nasdaq and the s&p 500 did more than okay. look how we've been doing so far this year with the dow down about 1.7%. nasdaq, s&p 500, 1.8%. the technology stocks leading the way for the nasdaq. the dow advancing and the s&p 500 as well. the quarter was the only period that registered the hat trick averages. this is a convenient time to step back and look where we stand six months into the trading year, economic year. six months into the tax cuts that the claims that got all of this going. kevin corke with more. >> an economic miracle, neil. that's how the president described what happened with those fay news now tax cuts. keep this in mind. he would like to see more where that came from if they can somehow manage a proposed second round of tax cuts again. maybe inching ever clos

neil. neil: good to see you again. ahead of the eight e white house gathering with space junction kiss that would be a place he would rather be then deal with the slings and arrows of this immigration stuff. let's get the read from vince collagnese. democrats say put on steroid by this administration, the truth of the matter is, we saw rise in unaccompanied minors in the obama administration. we had something very similar, laura bush's editorial, notwithstanding in her husband's administration. that seems to get a lot of attention right now but republicans are on defense. what is the real deal here? >> they're on message defense, but reality, if you go back, not just democrats. you can lump in the bush administration here,n 2008 they passed a law meant to prevent child trafficking. it has inverse effect because in the united states if a child either comes by themself or come as part of a family unit the preference and or the requirement is to actually release both the child and entire family unit into the united states

neil? neil: blake mu very much we're waiting for the president to arrive almost everyone including the vice president is in place let's get the read from a former army sperm ops commander, what do you make of this? >> well this is a step in the right direction. its been a long time coming. i just medically retired myself in 2017 and i got to live through the nightmare that is the wait process. it hasn't gotten better in some cases its gotten much worse and in some cases its led to tragedy i've got a company with about 200 employees most of which is veterans and veteran spouses and we lost one a few months ago due to suicide and he was reaching out to the va, and did not get the care he needed. neil: what happens commander when three are wait times or sometimes officers are put on hold or what have you what's wrong? they were supposed to address this years ago and they can't seem to get a handle on it i don't know what would change with this legislation but what's the problem? >> well, we've

neil? >> neil: amazing. jeff flock, thank you. we have charles payne here, larry is here as well. charles, what is going on here? you know, we knew the trade thing is getting fancy but seems like the bottom fell out. >> yes. this had a different twist. this wasn't really trade. this was investment. the whole thing, by the way, is centered on made in china 2025. the administration, i wish they would articulate what they're trying to do. a lot of people do. it's the idea of curbing this ambition by china that this ought to be the world i tech leader in a short period of time. the only they can get there in their own time line is to steal our intellectual property. the idea is to restrict investments from companies where china as a 25% or more ownership, this is speculation in a few media outlets. the white house trying to take it back. it's something that they have toyed around with. peter nana -- navarro has toyed with this. it's a different twist. it's not the trade stuff as much as it is hey, we want direct aim as your ambitions to take america's perch as the tech leader. >> neil

neil: yeah.hink, francesca, even if you get an unlikely victory even though that other measure got 193 votes which or very few people expected, it's possible that it wins in the house, but then the trouble is always the senate, right? >> that's right. even if it did pass in the house, it would have to go to the senate where republicans only have 51 votes and would need at least 9 democrats assuming they had every republican voting with them to be able to pass immigration legislation. and you mentioned earlier that the president goes on here for a little while, we expect, by the way, this to last about 38 minutes. the president does come back, we're told, at the end to talk more about this victory that you said was a tremendous success and a tremendous victory for his administration. and also the president does go on to say, however, speaking to what with you were asking, he does however feel a little bit more emboldened after the supreme court victory for his administration today on the travel ba

neil. neil: indeed it is, and it is inconsistent. thank you very much, my friend. there is danger interpreting market moves by the minute. nothing substantially changed here. you might get a sense from peter navarro, conservative, some say the spartan trade warmonger in the white house, that is up to interpretation that he is sounding conciliatory in those remarks. he is just saying they will maintain their resolve. so far no one is budging on the other side, china. all are prepared, response tit-for-tat. the administration as you know is already lined up about $200 billion in additional tariffs on additional chinese goods if the chinese do that. there is no indication that the chinese are not. we're monitoring this very closely with the dow down close to 300 points. nicole petallides, on what's telling right now. >> oh, yeah, we're seeing selling across the board right out of the gate this morning. what is interesting the traders see this very much as a buying opportunity. they have used t

neil:. neil: the teachers union president winegarden.that lost in the court is that you benefit from whatever the unions do for their members, but you don't have to pay for the privilege now. what do you make of that? >> well, but let's look at it this way though. the unions asked for and they received that all inclusive collecting bargaining. they're the ones that sought it out. and they're the ones that received it, so now they're the ones that are reaping the consequences or the benefits, if you will. now what we have to do at least here in illinois, we've got to get the law changed so if the unions do not want to represent those of us that are not members, they can do that and just represent members only. and that's up to them. they're going to have to make that decision for themselves. >> you know, public unions are a much bigger deal than they are in the private work force where only 6% are unionized. about one out of three in the public sector, because of the supreme court case and your victory, it could go down dramatically. how
