we're on the phone with former maryland state police officer neill franklin. officer, you said that the police you think, will start soon arresting people. why haven't they yet? >> well i think they're still waiting -- for instance the maryland state police quick response team just arrived on the scene. they're actually right in front of me here so i'm going to have to move because of the rocks being thrown at them. but we're getting members from other police departments now to mass on the scene and i think you'll start seeing arrests here made rather soon. so i would advise -- and there are a lot of young people just milling around not actually throwing rocks but they need to disburse go home as well as everyone else. so i'm going to move here myself. go to higher ground. >> absolutely officer. we appreciate you. we want you to get out of harm's way, but can you give us an idea of why you think we have not seen arrests as of now? we've seen individuals throwing objects at police but the police have been holding back standing in a crowd. are they doing that be

i'm going to bring in van jones and neill franklin. you guys were here listening to the governor, listening to the mayor. there was tension between the two as they walked up. it was uncomfortable. i had to ask them the questions because that's what people want to know. what happened. what's your assessment? >> clearly, it's been a long week. clearly, there's a different approach to how to handle these types of situations. i think it is right to look at how we can solve this problem. we're receiving word that other schools are on fire at this point. first and foremost, we need to seize control of these neighborhoods. it's a very fluid situation that clearly hasn't been trained for. i understand the tension. i think it's a fair assessment. hopefully everyone will work together to bring a sense of calm here. >> it is midnight here on the east coast. we're covering the situation here on cnn, cnn tonight that's happening in baltimore, the city, parts of it, on fire right now. you heard the interview with the mayor and the governor. go ahead

and joining me now is neill franklin. i hope he's flat wrong and gets to eat his words. i hope that isn't true. i hope that cooler heads prevail. do you have a sense of things neill? >> well i hope the same. this is my home city. i grew up in this city about half a mile from where all of this started at mondawmin mall. the resources that we have today with the national guard, maryland state police local police department i think we will prevail. i really do. i think we'll get ahead of this and we'll be able to deal with the small uprising later today. >> sure. the cops have admitted they were not ready yesterday yet they went to mondawmin mall and the kids pushed them back. was that a mistake? was that show of force a mistake yesterday? >> well it really depends on the level of intelligence that they had. there were a couple hundred officers initially deployed there. i was on the scene there and, you know they had enough officers to form a line a line which would be used for moving the crowd and in a particular direction. however, they didn't have any arrest teams at that

from the last time we talked you're able to get to this location we're watching neill franklin.ss in the city of malt baltimore. what are you seeing? >> school kids that recently got out of their local schools. we're at the intersection. around at the intersection of gwens falls at what we would call the southeast corner of the mall monroe street comes into play here. not too far from where the church was, where this occurred. but these are school kids, and unfortunately, it would have been probably a good idea if we'd have foreseen this maybe leadership at our schools, local schools, throughout the city talking about this and at least giving some giving the kids instruction, advice on what to do and what not to do how to behave themselves. how to behave themselves and this -- >> i don't honestly know what instruction could have done. i mean, sounds like these young people had it in their minds to do this. in fact, i was handed an article from "the baltimore sun" looks like according to a widely circulated flyer, a high school purge. looks like this was, neill, anticipated. i do

i want to bring in neill franklin a retired police major. and a spokesperson for the baltimore police and a crisis and public safety expert. gentlemen, thank you very much. i don't know if you've been able to listen to the conversations. been trying to figure out where do you go? should we be focusing on these pictures or the problem that got people so angry that they were able to do bring themselves to do things like this? as we await this news conference that's going to happen shortly from the police department what are we going to hear from police do you think? >> in answer to your first question i think that we should remain focused on the core issue. i understand that this is something that people need to know about and that people want to see, people want to learn about across the country. but still the core message is what's going on in this city regarding the death of freddie gray. we still need information regarding that. and again, not just about baltimore city but the systemic issues that we're seeing across this country as it rel

and i think the words that neill franklin said that i would agree with completely wes moore joining us from baltimore, is that this was bound to happen. the trigger may be freddy gray's death, but this was bound to happen. >> last night was a really hard night iffor baltimore and i don't think many people are surprised. you're right that this has been a long time coming unfortunately in many ways. especially because we see that this isn't just about freddie gray. in fact the family of freddie gray, the leaders, ministers, et cetera, have been urging and calling not just for peace, but also urging for no protests yesterday in respect for the fact that yesterday freddie gray was laid to rest. this is what happens when you have a combination of anger and disparity and on that tunism. when you have people who feel that the system is structurally not working for them. and so any type of spark can set this off. so unfortunately for many people, this has not come as a huge surprise. >> once again what we're looking at is the situation in baltimore, maryland whichscended into chaos after the f
