history is [indiscernible] do i -- one of the other great challenges to this, within membership of nemadown, so when i invest in mitigation because we are unfortunate enough to receive legislation that had funding in it [indiscernible] where we should have been are ne frontloading of the problem. how do i make the case with the legislature? we have received some really th. we have an office of resilience, at the office of emergency management. we have a revolving loan [indiscernible] on mitigation projects. we have a disaster recovery front when we cannot meet a threshold for disaster, that will help us focus. all of these have been done forn areas of our state where we have had a federal declaration or we have not [indiscernible] and then have it pushed forward. we have a couple of legislators very much interested in the environment [indiscernible] based on all of that. it works at the grassroots level . what it is we have to work with with our state [indiscernible] and we do a lot of convening and talking and educating with it. >> my former colleague who is now the homeland security a

nema, thank you for being here, we're talking about a number of are wells involved in the case. the lawyer testifying in front of georgia state senate is ashleigh merchant, a lawyer for the defense. how rare for a defense attorney to testify in front of a legislative body in middle of case she is working on? that seems odd to me. >> well, todd, it is rare. what we're dealing with is potential misconduct proceedings against fani willis and this is something judge mcafee eluded to. this is somewhat related when you have a georgia legislative body looking into allegations. >> todd: what impact, if any, could this senate hearing have on the underlying case? >> i don't think it will have any impact. what we need here is a financial conflict of interest. not just lying or paying your boyfriend, we need something more. that is why you see the defense say they are trying to connect the dot and argue this was unlawful kickback scheme. i am not sure they connected the dots yet. >> todd: you don't think the judge has enough to disqualify fani willis or her office? >> i think, if i had to g
