there it is, a place for us to gather as nert members and there's our nert ics area. here is our structure. same kind of set up, sort of our version. command policy section, the planning group, they are up on top. then once things get rolling, you have your operations section, logistics section. here are our objectives on the nert team, figure out if it's big, if it's small, how do we keep track of what's going on? do we just remember it? are we going to rely on our computers, our pc's? no, we have to write it down the old-fashioned way. address, is there a fire, yes or no, damage, are there people injured, dead, can you get there. where, what, any sort of damage, are there people involved, can you get to it? here is a nert status sheet. basically if you send somebody out, you want to send the members' names, what time they went out, when they came back, what the assignment was, any comments, and if you have an incident number that would be nice. who is the safety person? we don't want to send people out, just hey, go do this. we want to keep track of it. if they don'

we have many nert scroll teers. nert was a group that came about from 9/11 i mean -- shows where my mind is. from loma prieta. we have a lot prepared for you and i want to welcome our two chiefs up. joanne, would you like to start with a few words and then chief greg sir after that? >> thank you, anne, for the kind introductions. it was amazing 22 years ago this city in the bay area region experienced the loma prieta earthquake. i was not yet in the fire department. it was about five months before i joined and like anne alluded to, if anyone lived here, they remember where they were. >> i was at a high school when it happened and all of us remember the frightening moments and the aftermath of loma prieta. and it's always fitting when we celebrate an anniversary to take a minute not only to commemorate that but to next on the importance of how the community needs to step up and assist the paid professionals, if you will. the san francisco fire departments, our respective departments are adequately resourced for any g

i am proud to say that our nert program as part of the certificate programs in the bay area has been an open dialogue with each other. we know core, we know panda. we know the people at berkeley. we continue to learn. i think we have already had this whole community approach since 1989 and we just continue to grow it. which brings me to my biggest question which is that we have reached 20,000 people in san francisco through word of mouth. 20,000 people is an excellent force multiplier but when you look at a population that grows to more than a million during the day, when you have tourists and schools and people visits who don't know what to do, it's not going to be enough. how do we reach more people to get them into nert training, give them the incentives to get them out of their house into training classes? can we require this of businesses, require it as schools, require it as institutions and give them a payback for it? can we give them insurance reductions? can we give them tax breaks? can we give small businesses rebates? if people are trained and certified in nert and stay ac

so we didn't have to spend any time, you know, nert being mad at city hall and people saying, why don't those people like us? i say bunker mentality is the number one enemy of the e.o.c.'s so the way you can avoid that and open it up -- so the third thing we did is we established a network of communication using the business community and the leadership structure, the chamber of commerce, the downtown association to purble the information back out and also to get feedback in. so we understood what were the big things that people needed. then, we had to build an ad hoc organization and another thing about disasters is they're bigger by definition something you can manage. it's not manageable. that's why it's a disaster, right? if it was manageable, it wouldn't be a disaster, it would be an incident, right? so we had about 15 or 20 people that i brought out of city hall, just picked people i kind of thought would be good at thinking on their feet and didn't need to read a book to now what the rules were. so we brought them and then we used hundreds of volunteers to support that. and the b

goal of triage happens to be th motto of nert "do the most good for the most people" and if there is an earthquake right no and ceiling collapsed and 40 people in here, and if i'm the one rescuer coming to you and the first person is not breathing and no pulse, would you want me to stop and do cpr for this person before i reache you and what if there are 500 people behind that and do cpr and i just have to open an air way and all patients fall unde under -- and i'm going to use colors and green, walking wounded and anybody that walks. d for delayed or yellow meaning you're hurt but you're not hurt enough. you're not hurt but that no not that bad an. and d is dead. and dead is the easiest one to determine. and how do we determine whether someone is dead? they're not breathing, right an steve said that several times and how do we know someone is not breathing? we look, listen, and feel and open the air way and we look to see if the chest is rising and listen to feel air and how long do we check for actually? american red cross o says about ten seconds and if they are not breathing we r

so signs of possible structural damage, as a nert team, you have to be able to identify buildings. you have to be able, during a disaster, especially an earthquake, walk down the street and be able to look at buildings and understand this building is okay, this building is bad. as you walk down the street. especially if you are going to go into that building. things to look for, horizontal and vertical lines. in this room, most construction works at 90 degree angles. if you look around the room, this beam is a little bit curved. but where the beam meets the wall, it hits at a 90 degree angle. basically makes a vertical and horizontal line. you want to look for these things when you look at a building. and it's not always obvious . if you look at this building, this one was an example of the racking we talked about. see how these studs are starting to fold on each other? if this whole thing fell over, the studs would be connected to each other. this is an example of the racking. obvious example of racking here; right? if you walk into this building, you are going to say this is heav

flat surface is a little uncomfortable and he's not going to stay in this position, so since you're nert people and you always work in teams and you always have your manual with you and two or thre manuals and slide them under hi shoulders, or you could take a shoe off and put it under the shoulders and make its so the head flops back a little bit an keeps the air way open and whil you attend to this and he's bleeding and not breathing and now he's bleeding. so direct pressure. still bleeding -- put another dressing on and you can hold it in place with a bandage and if he wakes up hold on to this or you're going to die. he tends to hold on nice and tight and it's still bleeding. well, let's find this pulse point in here and we will push against the bone there and it will slow the blood and it's al good and bleeding stopped and hold on to that for a while and make sure the bleeding doesn't reoccur, and this guy ought toe a doctor and it's real bad and in fact we can tell him to see doctor and he has sweat and be beading up on the forehead and looking pale and what do we do for someone who

nert is part of it. if you think of a hotel as a small city in and of itself, if you have have an emergency response team and find people to be prepared has helped us. as has been mentioned, we have trained in partnership with the fire department, our hotels have hosted the trainings that have resulted in over 400 people being trained. we do feel like there's still things we need to work on. one -- communications, while they've improved, we still need to do more. i think that's the key message i'd like to leave is that i don't think there's ever a point we'll be completely prepared. we're always going to have new people come into the district. we are always going to have visitors. how can we stay on top of it, using social media, p.d.a.'s? one of the things we did is pull together all the different property owners, all the security teams within the properties and where he published a list for all of our employees and for all of our businesses. it's a business card that actually opens up and it has all th

that's an nert volunteer. never fight a fire if it's a large fire. large is over your head. if you are scared and it's too big, it's too large for you. if it's spread beyond where it started and blocking our escape route and you are unsure how to use an extinguisher. there are 4 types of fire it's on the label. on the front. down here. water type extinguisher it's a chrome big thing that holds 2-1/2 gallons of water. 30-40 feet away is the maximum, you want to get closer. flood it with water you can put your thumb over the tip and it fans it out. dry chemicals, inside here this is a bc this is one you might have in your car. it's not used on wood, paper, classic fires only on flammable liquid and electrical fires that's what you use in your car. if will have a pressure gauge. metal handle and it will have a good sized rubber nozzle and the label and all that will tell you the fire it's for. pass, pull the pin out. aim the nozzle. squeeze the lever. don't squeeze it and class 6 this happens. don't shoot the instructor in the foot because when you hold it, hold it here and don

the nert is excellent program for general training and i advise you all to sign up 558-3456. have training programs constantly. >> earthquake preparedness. before the earthquake, retrofit your house, get your supplies. after the earthquake, have your supplies and be willing to live for maybe a week with no one else but you and your neighbors the stores won't be open, they won't have any power, the gas stations aren't going to be punching gas, they won't have any power. they say 72 hours, that's optimistic. >> so let me recap this. there are three sort of -- ther are three areas of earthquake issues we need to talk about today. the one is how do we prepare to reduce the impacts of an earthquake before it happens? the second the how do we respon to an earthquake? that's a tiny little area but a huge problem. what do we do for the first two weeks. it's dramatic but a small piece of it. the third one is how do we recover? what is the recovery program? how are we going to rebuild. everybody looks at the two week period after the earthquake and devote all their time, money an energ
