there it is, a place for us to gather as nert members and there's our nert ics area. here is our structure. same kind of set up, sort of our version. command policy section, the planning group, they are up on top. then once things get rolling, you have your operations section, logistics section. here are our objectives on the nert team, figure out if it's big, if it's small, how do we keep track of what's going on? do we just remember it? are we going to rely on our computers, our pc's? no, we have to write it down the old-fashioned way. address, is there a fire, yes or no, damage, are there people injured, dead, can you get there. where, what, any sort of damage, are there people involved, can you get to it? here is a nert status sheet. basically if you send somebody out, you want to send the members' names, what time they went out, when they came back, what the assignment was, any comments, and if you have an incident number that would be nice. who is the safety person? we don't want to send people out, just hey, go do this. we want to keep track of it. if they don'

here is a nert status sheet. basically if you send somebody out, you want to send the members' names, what time they went out, when they came back, what the assignment was, any comments, and if you have an incident number that would be nice. who is the safety person? we don't want to send people out, just hey, go do this. we want to keep track of it. if they don't come back within a couple hours we have to send somebody to find them or at least checkup on them. if we don't know where they went and who they are, you have chaos. they might be hurt and they're going to stay hurt. we're going to roll on to disaster psychology. what does that mean? when people go through a disaster, their lives are wrecked. i saw this firsthand, i went down to help out with katrina thing in september. it's weird. because you are dealing with people that lost everything and it's kind of hard to imagine that if you haven't done it yourself. basically, you know, she's looking at her curtains here, she probably hand-stitched those things.

nora does many other things for the nert program.as organized youth groups, namely the red cross youth group, so they can act as victims during our triage drills. nora also participates in mini drills, outreach tabling programs, and she does continuing training. when nora is not doing this, she's working in the nert office organizing volunteers. nora is our resident ar extraordinaer. and what do i mean by that? nora has the ability through use of makeup to create life-threatening wounds on the limbs of victims. flat surface is a little uncomfortable and he's not going to stay in this position, so since you're nert people and you always work in teams and you always have your manual with you and two or thre manuals and slide them under hi shoulders, or you could take a shoe off and put it under the shoulders and make its so the head flops back a little bit an keeps the air way open and whil you attend to this and he's bleeding and not breathing and now he's bleeding. so direct pressure. still bleeding -- put another dressing on and you can hold it in place with a bandage and if he wakes up hold on to this or you're going to die. he tends to hold on nice and tight and it's still bleeding. well, let's find this pulse point in here and we will push against the bone there and it will slow the blood and it's al good and bleeding stopped and hold on to that for a while and make sure the bleeding doesn't reoccur, and this guy ought toe a doctor and it's real bad and in fact we can tell him to see doctor and he has sweat and be beading up on the forehead and looking pale and what do we do for someone who

that's an nert volunteer. never fight a fire if it's a large fire. large is over your head. if you are scared and it's too big, it's too large for you. if it's spread beyond where it started and blocking our escape route and you are unsure how to use an extinguisher. there are 4 types of fire it's on the label. on the front. down here. water type extinguisher it's a chrome big thing that holds 2-1/2 gallons of water. 30-40 feet away is the maximum, you want to get closer. flood it with water you can put your thumb over the tip and it fans it out. dry chemicals, inside here this is a bc this is one you might have in your car. it's not used on wood, paper, classic fires only on flammable liquid and electrical fires that's what you use in your car. if will have a pressure gauge. metal handle and it will have a good sized rubber nozzle and the label and all that will tell you the fire it's for. pass, pull the pin out. aim the nozzle. squeeze the lever. don't squeeze it and class 6 this happens. don't shoot the instructor in the foot because when you hold it, hold it here and don

from secretaries and generals to marin county search and rescue over there to nert members, it's a great mix of people and i think that integration is crucial because when we're preparing before during and after a disaster response, everyone in this room has a role to play in one way or another. and it's a great mix. and having been a former fire fighter this topic is important to me. when you think about one point, 1 million fire fighters around the country, they take 2 million calls a year or more to help people in times of need. 63,000 wild fires get beyond their initial attack capability every year, burning over 6.7 million acres. there are over 95 percent effective, they do a great job, but every so often you get that season or that issue that is going to escape or go beyond their ability to stop it right away and right now currently the u.s. forest service that helps provide a lot of air resources and seasonal fire fighters is at the point at the end of that season where every pay period they have to justify keeping those air aviation contracts in place. when you come to the end of

(applause) >> and i'm so proud to continue to be partnering with our military personnel when it comes to humantarian assistance and disaster relief. i was literally in awe on wednesday on ocean beach with the landing of the lcac and also to take a look at the capabilities and the resources that we would have available to us in the event of a large-scale emergency. my hat is off to all of you with just how well you've planned, your multitude capabilities, and as secretary schultz said i'll take a note from his confidence of display. to see how you set up in an hour a field hospital to take care of patients, not run of the mill patients, but critically wounded patients. we were so impressed. i think a couple other words the secretary used were impressive and reassuring. that's what it's about, forming partnerships. so, i'm very proud to be not only to be honoring and celebrating our military, but to be partnering once again in cross training. happy to report that a little later today ab
