zone 1 is van ness or east of van ness and north of 16th street and that zone has a higher rate, because they are closer to the convention center. so they seem to benefit more according to the analysis we have done. zone 2 is west of van ness and south of 16th street and they have a lower assessment rate. but they will benefit as well. because it's been shown through the studies that we have that are attached to the management plan, that when the hotels close to the convention center fill up, those fill up because of higher demand and also room rates also go up. in addition, the billing and collection will be conducted by the city. so right now the treasurer and tax collector issue the bills and collect the assessments for the existing tourism improvement district. that would continue. but the city would also have a contract with the san francisco tourism improvement district, which is a non-profit. they have a board of directors of the folks who are assessed in the tourism industry and other at-large participants and they work with the city on -- well, the expansion project. in addition

the first thing i'd like to comment on is that we have on the van ness vip project, bus rapid transit project, we've submitted the revised exception fact sheets to caltrans. as you know, caltrans has jurisdiction over the design on van ness avenue because it is a state route. and we are working very closely with the mta to make sure that we have a really top notch design for this bus rapid transit route in san francisco, the first fully featured vrt project to come through, probably in the north american continent of this kind. and we anticipate getting an approval from caltrans in early january. the publishing of the final eirs is now slated for february and that should allow us to bring the certification actually into this board on both the federal and the state documents by march 2013. in addition to that, i want to point out that we spent the last month and a half or so negotiating with mta on a transition plan. as you may recall, the plan all along has been for the authority to clear the project environmentally and then turn it over to the mta to finalize design and get it built.

ktvu aalex savidge live at the -- ktvu's alex savidge is live at the van ness station. what do you know? >> reporter: well, right here on market street, i did an interview with the mta spokesperson, he came out here and updated the situation. he says computers who use subway systems can expect a smooth right. all of the issues has been resolved. he tells me all of their trains are running on their regular schedules. let me show you the scene inside the van ness station. all of the trains again moving this morning. there was a shutdown, though, last night. it was about 6:00 when the entire subway system stopped because of a blown transformer at the van ness station. crews had to work throughout the night to fix the problem. and then finally at 1:30 this morning, they had everybody up and running again. with all of the subways out of service. you can imagine it was a major hassle for tens of thousands of commuters. many had to take the bus. the mta spokesperson said the hard work helped with service this morning. >> we thought we would have to provide modified office on t
