there are -- i think we focus on challenges and this is point earlier to ambassador neumann, we focus on the challenges and we don't want to hide and every government has its challenges and we may have more than other but we don't want to undermine the progress that was made in the last, what, 15 years. and with the surge, too, that was -- we built over 7,000 kilometers of paved -- paved over 7,000 kilometers of road in afghanistan and built hospitals and schools, over 8 million children that attend school in all of the districts in afghanistan would not have been possible without the support of those -- with those individuals who served there and we thank them. and i think we owe it to the service of americans and afghans who made those possible that we continue on that path and build on it. >> the civilian surge was a little bit like a roller coaster it took quite a bit to crank it up to the top and it peaked quickly and then went down and i don't know that there is any academic work -- there is an enormous amount of anecdotal -- that it doesn't -- every district is different. and i
