laura's law way fully implemented in nevada county in 2008, it wasn't implemented out of the kindness of a supervisors heart it was implemented as a result of a court settlement that we made with the nevada county. but since it's implementation there's been an enormous buy in but all facts and circumstances in nevada county they've been encouraging way beyond what we anticipated. of those referred to assaulted out patient treatment over 50 percent engage in treatment voluntarily so the com pully aspect of laura's law is not used more often than used it's important to remember through so there's a collaborative progress whereby the clients meet with the judge and through a process do engageful in treatment and finally full treatment. in nevada county there's been documented 64 percent decline in psych hospitals there's been a 27 percent decline in incarceration for prison and a 33 percent decline in homeless days and there's been a '64 percent decline in emergency interventions. overall for every tdr spent on treatment under you assisted outpatient that's been documented one dollar and

in nevada, we need jobs. not policies that make job creation more difficult. energy is one of our state's greatest assets, and i believe that continuing to develop renewable and alternative resources are important for nevada's economic future. geothermal and solar production in my state is an integral part of the united states all-of-the-above energy strategy. in fact, my home state of nevada is often called the saudi arabia of geothermal. our nation's public lands can play a critical role in that mission but uncertainty in the process impedes or delays our ability to harness their renewable energy potential. under current law, permits for wind and solar development are completed under the same process for other surface use like pipelines and roads or power lines. the public land management agencies need a permitting process tailored to the unique characteristics and impacts of renewable energy process. this initiatives develops a process that will drive investments toward the highest equal renewable sources. in addition, the legislation establishes a revenue-

maybe more coming off the sierra nevada.semary on twitter sent me a picture of her cat pudding watching the weather not enjoying the rain. i do my best. i promise this afternoon it might be better. where was that rain? on part, of the peninsula, south bay and santa cruz mountains. it zipped out quick. it looks like things have calmed down. 2 to 5 inches. things are calming down but i expect them to pick up later. some of that cloud cover is screaming up the sierra. finally some 60s. it took a while to get there. they are soft 60s. a lot of 50s. we had a few 40s. it's cool. not too breezy. watch how some of the cloud cover is streaming toward the north and east. some of that is definitely playing in the mix for later this afternoon. partly sunny, partly cloudy. light rain, drizzle is about over. afternoon showers, possible thundershowers. today will be the best way if we'll see any. i think by tomorrow most of that will be in the sierra or too far east and south of it. 60s, and 70s. the temperatures inland are below average.

low pressure is moving across the sierra nevada. it's cranking out some snow showers there but here likely to get the winds going especially into the afternoon. a little breezy this morning. some partly cloudy skies, mostly sunny this afternoon. but some very gusty winds late in the day. and much warmer weather as though winds calm down and actually turn offshore over the weekend. here's that low that's moving through california just to our east. that's going to be enough to help crank up these winds as high pressure builds in behind that. so a blustery day especially along the coastline. in the high country, guess what, they have another winter weather advisory up there. could see two inches of snow. they are requiring chains on highway 88 there and yeah, you might want to just pack the chains and be careful in that direction. as we look toward the afternoon you will see orange and red beginning to show up especially near the coastline and through some of the mountain gaps. those are some of those gusts possibly to 30 and 40 miles

we have aerial images telling the story of a long dry woint in the sierra nevada mountains.his video was shot for al jazeera. we maffed a camera -- placed a camera on an aircraft used to take aerial shots of the snow pack. it's a joint project. they are trying, with the aerial measurements, is get accurate readings. they fly at 70,000 feet over the sierra nevada, and they can pinpoint the snow pack with precision. the snow pack is shallow, even at the highest elevations. >> after two sizeable years of droughts, the reservoirs are lower than they are normally at this time of year. so if we had a good year of snow pack, we'd fill that up, and there would be no problem. we have a lousy snow pack. we have not much to put into already a serious deficit. so many of those reservoirs will not full to their capacity this year. and as we head out into the dry summer months, then raging will become a reality. >>> california's department of water resources says the snow pack is at 4.3% of average, meaning the dry winter will make for a long parched summer in california. >> jennifer lond

for nevada's veterans for the problems they are facing with benefit. they have complained of access -- excess weight times in emergency rooms, which in itself is too small to meet demand. there was anago, inspection of a blind female veteran that waited five hours in the emergency room and two weeks later died. the ig also found that one quarter of the veterans in the emergency room wait over six hours before receiving care. veteranore, a las vegas wrote me a letter recently and said he had to find care elsewhere because the wait time for an appointment at the v.a. was longer than two months. , i wantese concerns assurance that all of nevada's v.a. medical centers and clinics will be fully audited, and that i will receive and be able to review the results immediately. as the cochair of the v.a. backlog working group, i am concerned with the claims backlog in nevada. although the secretary promised me that would be changes, nevada veterans are still waiting the longest, at 355 days on average, for the claims to be processed. when my office requested the
