i'm gordon, the attorney for nevada state. we have owned the property since 2010. the zoning administrator granted three variances and this is an appeal of those variances. the appellant has said she's only appealing two of them if you read the appeal. three things i would like to say, one, the appellant made a comment that tndc would like the buy the property. commissioner at the planning commission meeting held up a letter and said at the october 13th planning commission meeting this letter state to me that tndc isn't interested in this property. that's not a quote, but pretty close. you can look back at the tape if you like. we have tried to sell this property to third parties other than mr. mac ernie. we tried three times. finally, this property, as the appellant points out, a large property. if you look at other properties on that section, all of them have less open space in them than mr. mac ernie's proposing. he's proposing the largest chunk of open space for any building in that area. that's why the zoning commissioner said yes. mac ernie moved things aroun

but unfortunately the prolonged recession has hit our state and the people of nevada to our core. and it's because in large part our economy was a growth economy. from nearly 20 years, year over year, we had double-digit growth . and people were moving to the great state of nevada to help us build and to grow. but during the recession that changed. and so now thousands, over 100,000 nevadans are unemployed and have been, primarily from the construction, engineering and architecture sectors of our economy. but thousands of nevadans have doingmore than a year now what many of us here in congress maybe haven't had the perspective of experiencing. and so my question to my colleagues tonight is, you have ever been unemployed? do you know what it feels like to have to go to a work center or to spend your days full-time looking for work? do you know what it means to submit resumes after resumes, never to get a call back? not knowing if it's your skills, or some other issue as to why you're not getting that interview. well, thousands of nevadans have the full-time job right now of looking

let's take a state picked at random, the state of nevada. you look at the state of nevada, 24 you thousand 600 policies with have been canceled in nevada -- 24,600 policies have been canceled in nevada. in the individual market, a 179% premium increase. now, one might hope these 24,600 peoples who had their health insurance canceled would have senators representing them, one might hope these people paying 179% premium increases would have senators representing them standing up and saying let's act right now. but, madam president, what has the senate majority leader and senate democrats done to respond to the people of nevada? the answer is absolutely nothing. let's look at some other states. the state of california. california, that bright blue state on our west coast. 1.1 million policies have been canceled. 27% increase on average premiums. what have senate democrats done to respond to californians suffering because of obamacare? the answer is simple -- nothing. let's take another state, arkansas. arkansas people are hurting because of obam

the need for infrastructure, in my home state of nevada, as you indicate, the lifeline of our primary industry, the gaming and ourmdr tourism industry is for people to get to our state to be able to enjoy our entertainment. we have legislation before this congress that would do just that, by helping to build a new interstate between phoenix and las vegas, the two major metropolitan communities in the intermountain west that don't have a major interstate between them that would help create a corridor between canada and mexico and provide trade and commerce that would grow our economy. those are the types of investments that we desperately need as well as an investment in our veterans. a third of my population in the 4th congressional district of nevada are veterans, people who have served our country with ties tinching shon and honor and have come back home and cannot find work and that's why we need to re-authorize the veterans employment and training act, help to provide entrepreneurial and funding for veteran small business owners and they can mr. e in an america that garamendi and

that is in states across this country, nevada, tennessee, arizona. states that have unemployment numbers that are above the national average, above 7%. in my case it's 9%. we have to help these families. and as senator durbin pointed out, we've done this on a bipartisan basis until very recently. this is a smart economic program. this program will, according to c.b.o., create 200,000 jobs next year if we extend it. those are jobs we're going to give away. and the minority leader was talking about how we've got to do more to create jobs around here. well, if we don't pass this measure, c.b.o. has told us we're going to forfeit 200,000 jobs. so from an economic basis in this country, this is smart. but from a human basis, from helping people who have worked their lives, the only way you qualify for this program is you work, and then you're let go through no fault of your own. so we have to do this. and the other side we're talking about, and other colleagues are talking about, we've got to pay for these benefits. well, this is a selective sort of notion

today, nearly 21,000 citizens of nevada in my state have been cut off from unemployment benefits. and this is personal. as my colleague from new jersey talked about, for those who understand what it means to be unemployed, for those of us who understand the fact that people are putting in resume after resume, day after day, week after week and hits a person to their core being unemployed. and to add insult to injury, this congress failed to do its job. and so it's unconscionable to assume that those who are looking for work are lazy or that they want to somehow stay unemployed. mr. speaker, the constituents that i have spoken to in my district at the work centers who continue to put their resume in, they want to be employed. but it's one thing to have our colleagues on the other side believe that the government should not intervene in helping to close the gap between the rich and poor, but is absolutely wrong to cut critical social safety nets that have been in place for decades, regardless of party, in an effort to reduce spending while maintaining corporate subsidies and tax bre

not enough in my case, in my state and nevada and other states but we've seen progress. and we hope that progress continues. and indeed one of the other aspects of this program, if we pass these benefits and the economists will point out particularly pass them on an emergency basis, it will add more fuel to our economy, not less. it will add more demand, it will, in fact, increase growth at the time where everyone is on the floor talking about, well, we just have to grow more jobs. of course it is. but this program, it's a way the pro teshial twofer -- proverbial twofer. 200,000 jobs at least. i really do think we should move forward as quickly as we can to get this reed-heller bill completed and then we have a lot of careful, thoughtful, collaborative effort to engage in because if we want to go forward for the full year, which we do, we have other significant issues. not just the size of the program but other issues that are brought up by my colleagues, very fairly, very constructively and very thoughtfully. so, madam president, my message is one, i thank my colleagues

nevada. sue wagner was an exception. after earning a masters in history and serving as assistant dean of women at ohio state, wagner dived politics. she won a seat in the nevada legislatu legislature, jumped up to the senate. a decade later, many republicans backed her bid for the number two job in the state. lieutenant governor widely seen as a warm-up to a bid to being nevada's first female governor. at the time in 1990, only four women served as lieutenant governor in the nation. and then, if you live in nevada or followed politics at the time, you may remember when tragedy hit just one day before the primary. >> two statewide candidates in the nevada primaries are among five people injured in the crash of a small plane. sue wagner, candidate for lieutenant governor and bob seal were injured when their plane lost power shortly after takeoff from fallon, nevada. one other faj was killed in the crash. >> wagner survived that crash and went on to win the general election by 16 points. the crash continued to affect her, however, as nevada politician brian krolicki, who was on that plane, explained. >> being lieutenant gov
