that'sy nbc ease ron allen is located in new bedford. not too far from cape cod, right along the water. it has a lot of fishing boats. what are you seeing in addition do these heavy rains. how is the wind there, ron? >> the wind is gusting. this is a protected harbor. that -- it could be a lot worse is the point. these commercial fishing boats are really locked down. earlier we were watching what looked like a sailboat that was floating around -- just appeared behind that tugboat, but a boat loose in the harbor can cause damage -- >> nbc's ron allen, we may have lost his connection. we've got the visuals there. ron has been that you coulding about the potential loss of a boat possibly losing its mooring and -- he says it's a protected harbor. he make the point it's not protected right now from either the winds or the rains. bill karins, if you're standing by, let's talk about where ron allen is in new bedford. where is that relative to the tropical storm irene. is that getting hard? >> that's what's interesting about the storm, alex, it'

and even this in the new bedford area. it still will be windy, gusty, but i think we have probably seen our peak winds. we shouldn't see anything too much worse from what we've already received. this is kind of far away, these are all the places that will be in major flooding. we were talking about probably a dozens rivers, all with major flood stage in the next 48 hours. we're pretty much done with the storm surge area. and by the time the next high tide cycle comes in, the winds should be much weaker. >> when people feel the onslaught, are they done with it, as opposed to our inclusion down along the shore, saying they had a double whammy? >> this storm was really impressive. i think it was kerry sanders down there in atlantic city beach. >> mark potter in nags head. good grief. >> yeah. the storm has lost a lot of its punch. on the back side you may get a gust of 40. the wind damage has been done, you won't see anything else behind it. >>> let's talk about the water rescues under way right now. state police say to add i

we were just showing you the boat rescue around new bedford.se are sort waves coming up anywhere around 10 to 15 feet, in sets one after the other the rain is over with. the huge waves are still existing. the heavy rain has shifted much further to the north. many of the strong wind gusts are strong to the north. heartfold is down to 36. we're still at 35 in albany. at this point it's almost turning into a nor'easter storm. there's a very big wind shift. albany they're out of the north, almost like a cold front located in there. further to the south, winds are still gusty, 45 here, and in trenden northward, the delaware river is going into major flooding, evacuations are taking place as we watch the water levels continue to rise. as far as the flooding goes, these are the areas most concerned about where the evacuations are taking place. the new hope, those will all crest top ten all time. the reason why? just heavy, heavy rain. we picked up anywhere between 5 to 8 inches. total i saw was about 10 inches. to the north, the rain continues to fall

he's in new bedford. oh what a difference a day make for us, rowan. you had people leaving the mar that martha's vineyard area. >> we can send bill karins this image. can you say perfect storm, the movie? look at the fishes ships in the harbor. that's all that comes to minds. as you know it's moving up the coast in slow motion, in a way. it just started to rain here in the past couple hours. now, this is new bedford harbor, one of the safest on the east coast. that's why all these ships are he and have been here for the past couple days. about a half mile out is where the ocean starts and there's a huge hurricane dike barrier there to protect this harbor, but even though the harbor is protected, we're still getting quite a bit of chop, and every once in a while we get a pray of water. there have been boats -- the same is true -- there's another dike, another area of protection. there are only two bridges that attach the cape to -- if the winds get up to 60 miles or, they will close those bridges down. we still are concerned about inland massachusetts,

second trip to new hampshire today as a presidential candidate, and while his tone was a bit less strident than it's been recently on the issues, he stuck to his guns. at a breakfast in bedford, new hampshire, today, rick perry acknowledged the firestorm he created this week when he said fed chairman ben bernanke's reliance on printing money is almost treasonous. >> i got in trouble talking about the federal reserve yesterday...
