dora miller is the new bohemia district with the ongoing debate on some very tough decisions. >> reporter: on this side of the flood protection businesses are doing okay. little bohemia is okay. there's a little bit of water on the ground as you can see but on the other side there are 3 feet of water and some seeping through. tornadoes owner one of the businesses on the side says he's not moving. he's not moving because he feels the city is leaving him out to dry. these barriers would not have been effective in the area around tornado that's what the city is telling him. he says they are taking their safety into their own hands. he says they are choosing not to leave. he is proving his point that this is a battle proving right versus wrong. >> this is how the city treats the citizens. not the businesses over here meaning you have to draw the line somewhere. if there were 50 businesses over here that would be drawing the line somewhere. he drew the line on for buildings. >> the water starts to recede. there will be a long road to recovery. the community is rallying behind the owner of torn

for years now, the new bohemia district has transformed into >>> for years, the new bohemia district has transformed into one of the most popular areas downtown. >> and tonight, some business owners hope it stays that way. we have the drone over top of it. you can see the amount put for the temporary flood defenses. right now, kevin is there to show us how the area is showing up. kevin? >> reporter: we are just on the northern frank of the new bo district. we are actually on the cedar valley nature trail. we were here earlier this morning. we are on the other side of this late last night and the water is completely up to the bottom of the the 8th avenue takes rail cars from the east side of the river over the cedar river into the ingredient plant. that water is up to the bottom. no space in between. if we start to spin to the right here, we see just how high the water is, a, but also, b, how fast it's moving. this is a really good example of why you never, of mess with flood waters like this. look at how strong that current is. it could easily sweep somebody down river. if you get in

>> reporter: we are just south of the new bohemia district behind the national and spot where bohemia is. we are taking a look at where that water is coming up through the storm drains. we are taking a look at the new mount -- mound being built. there is a drain on top. where there was a break this morning. this is where the water was rushing up. the mayor just told us about one of the city's three weaknesses is the fact that water comes up through the ground. even if the water doesn't come over the top or breakthrough, that line on 16th avenue. it can come up through the water underneath the barriers. the city workers said it was a full on emergency. the mayor says that was because if you don't get to it fast enough and there is too much water, you can't get the people into fix it and it runs crazy. they were able to tamp it down fast enough and keep it from spreading. the only thing flooded is this a little bit up 16th avenue. for the most part, this grassy area. nothing more than that. it didn't hit the building which was recently built up on a hill . they have extra protection. it
