i worked at new college california school of law. we inherited a building under a surplus building federal grant act. it had been owned and operated by the city and county of san francisco. they pretty much trash it. i was the superintendent. we spent a year bringing it up to code without any money. we later ended up selling the air rights to the building next door so that we could have funding to continue to develop the building. i believe it is a historic building. we bought a hotel on fillmore, also a historic building. reconstructing that to house 200 law school students at below market rent for the oldest -- i guess the only public interest law school in the country. we further have the lower market bid -- i support proposition j. i have traveled all over the world with a guy named ed roberts. the previous january 23, a chinese new year, was a state holiday and national holiday in his honor, although no one in the san francisco city and county bureaucracy was aware of that. he was paralyzed from the neck down for 45 years and ba

colleges to make up for the cuts. in california where they enroll 8.3 million medicaid beneficiaries, they are expected to gain 2 million more when the new health care law is implemented in 2014. just over the last year, there has been a 13.5% decrease in state support for higher education, along with a 21% increase at state colleges and a 37% increase in tuition at state universities. most of those students probably don't know the principal reason their tuition rates are going up is because of federal health care mandates on the states. from 2000 to 2006, spending by state governments on medicaid increased by 62.6%. so this has been going on long before president obama came into office. i battled it as governor in the 1980's. every year, i tried to keep education funding at 50% of the state budget. in those, the state -- in those days, the state paid 70% of the cost of operating the university of tennessee or the community college, tuition paid 30%. we had an implicit deal with the students that if we raise tuition, we'll raise state funding by about the same amount. those days are long gone. medicaid costs on states are the most insolu

president laid out $8 billion for community colleges to work directly with companies to educate the work force. i can give you a specific example new york davis, california, there's a biopesticides firm that goes out and finds mike robes or various kinds of natural occurring material and uses that and makes that into a biopesticide, not a chemical but a bioestest -- biopesticide. they need technicians in their laboratories and manufacturing they go to the community college to bring up the necessary skills and bring those workers in. there are jobs out there but they have to have the education behind them. much of what the president is proposing, not only with community college bus with pell grants and proposing $30 billion going into our k through 12 schools, so that those schools can be upgraded and an additional $30 billion to bring the teachers back into the classroom. mr. tonko: if you'll yield that one point, what i believe is also important with the community college investment is the stated purpose of creating partnerships with the private sector. and so it's not like one person working in a vacuum or one institutional network working in a vacuum

california and here i join the new jersey president's council which represents all of the institutions of higher education in new jersey in support of this legislation. as well as the association of independent colleges and universities in new jersey, who support this bill. as well as the american council on education which represents 1,600 college presidents around the country in support of this bill. clearly there have been abuses in some businesses and some institutions and those abuses have to be addressed. but this legislation i think makes sure that we go about it in the right way. i'd like to quote from one of my constituents. president tillman of princeton university. she writes, quote, unlike many nations elsewhere in the world, the united states has nurtured a vibrant and vigorous respect for academic freedom. under such a system, american higher education has flourished. she goes on, but if recent trends continue in which the staff at accreditting agencies and i might add government agencies seek to substitute their own judgments about what mission and institution should pursue and how that institution can best achieve that mission and measures success, we risk damaging the country's leadi
