under the current new deal, and if you look at the current nafta deal, the new deal is taking care of problems because nafta, foreign companies have been allowed to manufacture many of their parts overseas, ship them to mexico and canada for for assembly, and send foreign cars to the united states with no tax we let all our people go, we fire everybody, they make cars, they make products, they make everything in another country and send them into the united states, no tax and the cost is very little difference, sometimes more for those people that like to talk about cost with this agreement, we are closing all these terrible loopholes. they're closed, they're gone they were a disaster for example, we are requiring a large portion of every car to be made by high wage workers which will greatly reduce foreign outsourcing which was a tremendous problem and means more auto parts and automobiles will be manufactured inside the united states we will be manufacturing many more cars. and our companies won't be leaving the united states, firing their workers, and building their cars elsewhere.

but the old-style new deal still continued. there were just set below-market prices. what also developed after 1964 was a new funding formula that save the commodity programs by marrying them to food stamps, to food assistance. starting in 1964, congress considered the commodity program along the food stamp program that appealed to urban liberals who threatened to derail all of the commodity programs and less a food stamp bill was also brought to the floor at the same time. in 1964 liberal politician politicians were not yet expanding to the anti-poverty lobby, the anti-lobby, the civil rights movement but that change rapidly in the later 1960's as black freedom activists, especially in the south expose the property of the malnutrition of african-americans. the first foodstamp bill in 1964 made these programs optional. states and localities did not have to accept it. if you accepted food stamps you then could no longer distribute surplus commodities in bulk. by the end of the 1960's as a result of the antihunger campaign and african-american freedom activists, some of

in 1970, what's different about this, there has been rural development activities all through the new deal, but they are oriented too primarily to farming in some way, sometimes to move people out of farming but it is associated with farming. the new programs are oriented to nonfarm economic development. a large number of rural people including farmers to some extent who depend on all farm income need this kind of economic development in order to stay where there are. there is a lot of migration to urban areas. especially in the beginning of the 1980s. and then also, the credit provisions into the farm bill and this is in response to the farm crisis. with the entire credit system in effect when it fell apart and it was rebuilt in a more stable way, that protects against the farm credit systems, mainly cooperative. they are now under sort of a regulation that reduces their exposure, although i gather some of that is changing. and then i will just add in, the final, this is what i am calling sort of consumer attention to farming and food production. we have an impact on environmental program

under the current, new deal, and if you look at the current nafta deal, the new deal is taking care of all of these problems because nafta, foreign companies, have been allowed to manufacture many of their parts overseas, ship them to mexico and canada for assembly, and send their foreign cars in the u.s. with no tax, so we let all of our people go, we fired everybody, they make cars, they make progress, they make everything in another country. they send them into the u.s., no tax. and the cost is very little difference, and sometimes it is more for those who like to talk about cost. with this agreement, we are closing all of these terrible loopholes. they are closed, they are gone, and they were a disaster. we are requiring a large portion of every car to be made by high wage workers, which will reduce foreign outsourcing, which was a tremendous problem. that means more auto-parts and automobiles will be much -- manufactured inside the u.s. we will be manufacturing many more cars. and our companies will not be leaving the united states, firing their workers, and building their cars el
