new england, northern new england. maine getting really hit hard. forecasters are predicting up to 14 inches of snow up there. heavy, wet snow-covered roadsides and trees, knocked limbs, knocking out power. 10,000 homes and businesses are now without any electricity. dozens of schools were also shut down. >> another bad storm system caused some serious damage across central florida. five tornadoes were reported along with walnut-sized hail and flooding. 70 mile an hour wind gusts ripped through this mobile home park in sarasota. the same gusts flipped small planes over at an airport. thousands of people are now dealing with power outages and damage to their homes. >>> makes us feel like whiners here, when we've been complaining about our cloudy skies, but the weather is starting to clear and that's a good thing for you heading to the cherry blossom festival. the peak bloom ends today. and that's when 70% of the trees around the tidal basin will have their blossoms. this year's peak bloom was shortened from five days to three. >> so will this be a weekend for whining? >> you know, yeah, half a weekend for whining. because we still have some cool air coming in. we still have a couple light showers that could be out there, maybe even a couple wet snowflakes early tomorrow morning. but then we're going to see the temperatures more spring-like as we make our way toward the end of the weekend, and especially starting next week. let's show you outside right now. we to have some sunshine out there, a few cherry blossoms in the distance as we look across the potomac. not a bad afternoon right now, if this was late february. but this is early april. april fools. mother nature playing a joke on us today, as temperatures are where they should be for late february with the current temperature now at 48 degrees. live digital doppler radar showing showers around southern maryland, toward the west, as well, west virginia, just to the south of hagerstown, martinsburg seeing a few showers. but maybe even a few light snowflakes. a great picture out of strasburg, virginia, a facebook picture today, thanks for sending it, whiby the way, beautiful picture of the tops of the mountains covered in snow. a really nice shot. i'll tell you what, a beautiful afternoon across our area when you're seeing the sun. the sun makes a big difference. 48 degrees but actually feels like 22 with that wind out of the west-northwest at 15 miles per hour. we're seeing even higher wind gusts, as well. 44 in hagerstown, 48 in culpepper and 50 in fredricksburg. you add in the wind and get the wind chill. upwards of 30 miles per hour in frederick, manassas, la plata, waldorf leonardtown, hunting town, a very windy afternoon, as well. so much more of a winter day than spring day. and that's not going to be changing very quickly. look at this storm system. here's the big storm up toward the north and west. or north and east of us. but there's another storm dropping through the ohio valley that's going to make its way through our area. you can see the snow toward the west right along the allegheny front and then more rain down south and west. so we could see some of that come in through the area overnight tonight. so expect a few showers, a few sprinkles overnight and into the day tomorrow, as well. tomorrow i think you'll need to take the umbrella with you, no matter where you go, as this area of low pressure slides through the region during the day tomorrow. another very chilly start to the day tomorrow. some areas temperatures around freezing. but i think we'll warm up into the low 50s during the day tomorrow. at least during the afternoon. as that area of low pressure slides by. a couple of showers during the day, but not a washout. sunday, that area of low pressure moves well out of our way. we see a lot of sunshine before another warm front moves through. we could see a couple of showers late in the day on sunday, as milder air starts to make its way back into the region. but good news s i think stunnun is going to be a pretty nice day for the most part. breezy and chilly, 47, dropping to 41 degrees. tomorrow morning, look at these cold temperatures. 32 to 36 with a morning snowflake or sprinkle. that could even be around the beltway. mostly cloudy and cold tomorrow morning as we make our way through the day tomorrow. we'll see those numbers, 49 to 54 degrees, 30% chance of some rain throughout the afternoon, but don't expect too much. sunday looking great, 57. 70 on monday. and the potential for some strong maybe severe storms monday night into early tuesday before things cool back off towards the middle of the week. so we're going to have to watch out for that next storm system. but at least now looking at a little bit of a warm-up. >> all right. i'm feeling the urge to plant. >> you know, a good weekend to do it, sunday a good day to do it. >> thanks. >>> the newest section of d.c.'s river walk trail opened today in southeast. it was completed nearly ten years ag

new england or at least born in new england and they were not -- they may have been had a step with the radical republican. you have the radical republican congress, a committed minority forcing through a very extreme social agenda that they believed in so fervently that they made sure to crush all opposition. those amendments, equality under the law, the country thought something should be done for the slaves. some provision should be made but sharing a restaurant? sharing a hotel? sharing a railroad car? was every bit as unpopular in the north as it was in the south. the justices who were appointed, many of them at least after lincoln ran after words were abolitionists and they did not believe in equal accommodations. lincoln abhored slavery but at least during his first term thought blacks were fundamentally inferior. the great thing about lincoln he grew. first person he showed his second inaugural to was frederick douglass. people were capable of growth that it was a widespread view that you were dealing with people who were inherently inferior and didn't want to share with. these justices were out of step with radical republican minority in congress but not mainstream america. >> i would like to take a little time to talk about larry's other works. 50 years ago we were required at stanford university and constitutional law to read the entirety of the federalist papers. they were basically a pitch by the drafters of the constitution about why you should adopt it and the line that stuck with me all these years and applies today more than any others is federalist paper no. 10 which suppose -- should they come with the majority does not hold and minorities are rise our system will fail which is where i think to a great degree we may be headed. i would like to say you carefully obscured my show and tell. this is inherently unequal. the book we have been discussing but this is his first novel called anatomy of deception. it was so good that it was one of our first picks. people take whatever we buy for them and can't get it back and has 100 members. members live all over the world. this book is set in 1885 in philadelphia and has some interesting stuff about the state of the law in a society when it came to defection of the study of anatomy and i should mention also the astronomy said in the sixteenth century which is the book about copernicus' who went up against the status quo and it may be more theological than others. say a few words about this. >> unprepared as i am. i did write it. by wife didn't write it no matter what she tells you. it is a murder mystery set in 1889 in philadelphia. the protagonist is fictional but it has two very famous real doctors, one who was considered the greatest diagnostician ever in medicine. his principles and practices of medicine which he wrote in the 1890s was still in print when my neighbor was in college and william, of the greatest surgeon america ever produced, there was of painter, it does result around autopsies which was frowned on and the 1882 made illegal in a prominent, put in jail for and it is a good read. there are no constitutional issues but there are legal issues that work for any of you who might want it on that basis. the astronomer in the sixteenth century, a plot to kill copernicus to suppress his theory. was a threat to the -- the earth was at the center of the universe with catholics and protestants because this man is unique in an earth has to be unique in the universe. so someone postulating that the earth is not at the center of the universe threatened to create a lot of discord and copernicus was extremely unpopular with catholics and protestants. this was set when the theory was almost complete. it is a terrific book. >> we have five minutes. in 500 years the most dramatic shift from the revolution into print and if you go to germany i recommend the gutenberg museum which is the illuminating experience. what does that mean? larry and his wife have written books about book collecting and passion for books. it is a digital book. a text file. new england, 3 to 10 inches. insomee of the higher elevations in new england, 3 to 10 inches. there is that little area of snow up in north central portions of maryland. all of this is tracking to the east-northeast and it will continue in that motion through the course of the morning and the day. now, let's take a look at what is going on out there as far as our temperatures go. or futurecast, i want to show you that. here what is we are expecting to see during the course of the day today there is your rainfall. there is your snow. by later on this morning, we start to -- i won't say clear out. this is showing some gaps in the cloud cover. this does show us starting to dry out is what i will say. some lingering precipitation up to the north and then you saw quickly there during the afternoon another shower or two could develop in the latter part of the afternoon. i'm hoping we'll get some rays of sun. then into saturday, more moisture in here saturday morning during the course of the day. it looks like much of this remains to our south and then snow out to the west. we have to keep our eyes open. i do think there is a chance of getting some showers through here as well on saturday. temperatures around the region, we are in the 30s for the most part. 38 in washington. 37 in annapolis. 37 in quantico. fredericksburg is at 41 degrees. in hagerstown, it is 36 at this hour. your five-day forecast, today, high around 50 degrees under mostly cloudy skies. more rain, drizzle, maybe a couple of more showers during the day. tomorrow early showers are possible. we are looking for a high tomorrow of about 54 degrees. sunday we think will be nice, 59. monday, warmer, finally. 67. but also some rain showers on monday and then tuesday, even warmer, 70 but some showers and thunderstorms in all likely hood. that is a look at what is happening with the weather. it is time now for ask the weather guys. the segment where tucker barnes and i put our big heads together to answer your most pressing questions weather- related or other size. tucker and i bothen swroi answering the questions from the kids. -- both enjoy answering the questions from the kids. sometimes they are asking because they are curious. sometimes they need help with homework. hopefully that is in the usually the case because it takes a while to get to the questions. today's question comes from sierra. she is age 8. he asks why can't we feel the earth rotate and why can't we see the earth's moment. >> these are deep questions. >> they are deep questions. here is the deal, sierra. the earth makes one complete rotation on its axis every day. since the circumference of the earth is about 4 hour miles and since it takes the earth 24 hours to make a complete spin, steve, you are the math major. that mean the earth is spinning at a rate of 1,000 miles per hour. you would think we could feel it because we and everything else on the planet is moving at the same rate as the earth itself, we don't feel it. >> before a highton tech graphic there. a picture of the earth. >> if it stopped. >> than we would feel it. if for some reason -- the other thing is the motion of earth is very smooth inform it were bumpy for some reason, we would feel that. and if it stopped, that wouldn't be pleasant. that is why we are all moving at the same rate as the earth itself, about 1,000-mile per hour. >> a nice comparison is what you are sitting in your car and you are cruising along and you hit a pothole. >> when you are in your car not paying attention, reading a back. >> our you're tech, shave -- you're texting, shaving, doing your hair. >> this is another great question. as for seeing the earth's movement. you can't see it by looking at other objects or other people on the planet because we are all some offing at the same speed. but you can by looking at the sky. if you look at the stars including the sun, they rise and set and actually observing the movement on the earth can be done by looking at the sun or the stars. >> because they don't -- we say they rise and set. they really don't. it is the movement of the earth that makes them appear it rise and set. >> so here what is i'm thinking. when you watch the sun set over the water and you see it disappear, that is us moving. >> that is a great example and the sun just sitting there. >> another way to do it. if you watch your shadow change shapes and size during the course of the day and you can detect the movement of the earth. >> or if you have tuck are's life, you could stand there for hours onened and watch the shadow. >> so there you go. no, you can't feel the earth moving but you can kind of see the earth moving in relation to stars in the sky including the sun. that is a great question. >> it's good question. thank you for asking it. if you have a question, you go to myfoxdc.com and click on the weather tab. there you have it. >> i like that. >> good deal. >>> let's check in with julie wright with a look at traffic this morning. >> you know when else you feel the earth moving? when? >> when i'm running. >> i am getting so many comments from people who are saying you look fabulous and we know you are doing this rus. >> i can't aford to pay for that now. >> can i give you a compliment? when you are running, you are running at least 1,000 miles per hour. we just learned that. . even by standing still. >> it was reported at the end of the ramp for university boulevard to 495, whatever was there has been pulled over to the shoulder. if you are traveling inbound along 66, not only do we slow out in man as is, we have delays fair oaks to 123. beltway slowing at 236 and again at 66. suitland parkway inbound naylor road, accident activity. stay to the right to get by. that's a check of your fox 5 on-time traffic. >>> can you say they are one of washington's monuments but only that you can see a certain time of year. >> peak bloom time at the national cherry blossom festival. we are live at the tidal basin for the look at the fun happening this weekend. time now, 6:53. we are back on the other side of this break. >>> good morning everyone. it is friday. so we're going to play you some rebekah black friday to get newhe mood for the weekend. today we are featuring the middle weekend of the cherry blossom festival. the weather hasn't really been good so far, but we're hoping for better weather, especially sunday. and they have a lot going on this weekend, including the southwest festival, including the arts and music event. and they have the parade next weekend. we're going to talk to some guests about the different things going on. how you can still enjoy the blossoms and the weather while it's nice. and just to get in the mood, i am wearing my pink today. as you can see. >> oh. no. >> just for you. >> oh, my gosh. and who says pink is not a manly color. you look fabulous. >> real men wear pink, right? >> they do. >>> a record for the housing park, take a
