ethics law. we have the reports received since july 1, 2012. the whistleblower program received 502 new reports, an increase from the previous fiscal year. they received more complaints each fiscal year since 2013. there are several factors that can influence the number of reports received. we can't attribute the program to any one factor. it includes how the whistleblower program is advertised or organizational culture. the high volume could mean that it's working as planned or there's a greater awareness of the program, or that the department management is setting the proper term in reinforcing mechanisms, which include the whistleblower program. so here's when our report volume trended downward. we found that san francisco's program receives more complaints per capita then other jurisdictions. we also compared our volume against industry benchmarking reports. just another look at our complaint volume in fiscal year 2018-2019. we received 502 new reports throughout the course of the year, we closed 493. if just a look at how people file reports. the majority of the reports we receive
