got news is early morning accident in silver spring before georgia avenue was cleared a while ago. here's the bad news. look at this. on the outer loop. you had that going on since about the 5:00 hour on the outer loop. very slow and heavy leaving the 95 interchange heading for silver spring with the accident now gone. we'll take you over to the northbound side of i-95 in virginia. wait till you hear n. i just got off the phone with virginia state police. northbound 95 in dale city, disabled tractor-trailer. let's take a live look. what happened was he ran out of gas but they cannot explain why he is blocking all the through lanes. he ran out of gas and came across the through lanes and they're blocked right now waiting on some gas. once they fill it up, he'll be able to get out of there. cannot explain why he did that just be aware it's the hov lanes that are open. threw lanes are not. northbound 395 at duke street, very slow and heavy as you head for seminary road. all lanes are open here. we'll go back over to the maps on the inbound side of i-66. that's incident free. just slow
