we must start a new in haiti. eak off with exclusion of the centralization at all cost, dependency. hence, must ourselves we have to find a consensus with regard to the new guidelines to be followed for our country. since the disaster various sectors have become mobilized in haiti, and i speak on their behalf, not just on the behalf of the ngos. they have been thinking together about the new haiti that they want to see and have made proposals. i would like these to be taken into account. while continuing to manage the disaster in the aftermath of the quake we have to continue to think about what has to be done to reach a consensus on a plan for haiti's future. these groups have voiced a new haiti, their desires for this: education for all without discrimination, the participation of women at all levels. haiti cannot be built anew without women. national production has to be enhanced. essentially for the welfare of the people, it's own people. renewable energy has to be used to reduce the pressure on forest resource

i never thought that what we saw on the news in haiti just a few weeks ago, he says, would happen to us here in chile. it wasn't until we arrived in curico, an inland city 150 miles south of santiago, that we saw significant destruction. fragile buildings that fell like mass sticks. this was the 180 yeerl building that housed the city newspaper. we saw long lines at banks. and we couldn't help noticing this woman. we ran from the house, she says, just as a wave 30 feet high came and washed it into the ocean. that wave was a tsunami. as we left town, we passed this truck, ominously filled with coffins. the owner told us he had an order for 36. and many more would follow. further south in concepcion, at the epicenter, people are living in fear. fear of violence and looting, like the anarchy that led to this supermarket fire. and rescue workers searched through the night, looking for 11 people who are still missing from this apartment complex. meanwhile, this woman looked in vain for her missing mother. i found my mom's shoes, she says. and i want to give them back to her, if i find her

officials from haiti are expected to ask for over $11 billion. henry skinner is calling for new dna tests that he claims will prove his innocence. this stay of execution does not necessarily mean that the test will be carried out. he was convicted in texas in 1995 of the murder of his girlfriend and two sons. five people had been killed in mexico in a shootout. when traveling in several vehicles, the killings occurred just one day after the visit from hillary clinton in mexico. two men have been arrested after being suspected of kidnapping a 2-year-old boy. the men are wanted in murders of up to 22 people. >> we have heard about these arrests in spain and the u.k., france as well, linked to a ransom payment. we have not had the actual kidnappers arrested here in pakistan. the police have been holding a news conference, -- news conferences, they have produced two men that they say are linked to this kidnapping. in one case a local reporter managed to trust their microphone into the face of a suspect, on tape he said that they looked over -- look after the boy as if it was a child

haiti and now they're heading to chile. right now members are saying goodbye to their families and preparing for the new mission. fox 5's wisdom martin is live in fairfax where families are making there final plans. >> reporter: they're waiting on the phone calls to be activated before heading to chile. they just got back from haiti a few weeks ago and there is still equipment they will be loading up to take with them on this particular mission. this particular team, not everyone is going. it's going to be a medium-sized team with 54 people, about four canines. the mission is to do search and rescue but they will do whatever is needed to help this country recover. when they do get the call to get activate they'd will get instructions where they're flying out of, where they're flying into. how long they will be there will be determined later. they usually take 0 tons of equipment and supplies and they are self contained. now back to back missions like this is kind of the norm. it's not abnormal for this team to go on back to back missions like this. back in 1999 they went on three consecutive missions to turkey,

and that question -- those questions in a way have been in the news a lot recently because of the aftermath of the earthquake in haiti. and that really dramatizes how poor a country that is and what that means. and people can ask, you know, how does a country remain that poor? and we don't have a specific discussion of haiti in the book but we do discuss poor countries in general. and based on that i think i can safely make three remarks about the situation in haiti. first of all, poor countries again tend to suffer from a government that's predatory and, of course, you have the duvallier regime and a culture towards learning. and they tend to be syndromes in poor countries. and the -- most research in the last 50 years stresses the role of property rights and the ability of ordinary citizens to establish and maintain control over businesses and over property. in order for there to be wealth-creation. so one of the interesting findings that we mention in the book is that in poor countries, it tends to take months or even years to get a business license. whereas, in rich countries we're used to that being a process of

terrorism or environmental crisis such as global warming or global news of a global catastrophe, catastrophic disaster such as currently in haiti. which cannot leave us quietly self centered within our regional cells. we are increasingly linked not only by our mutual economic and social and political relations, but also by far reaching concerns about injustice and inhumanity that challenges our world and the violence of terrorism that threatens it. even our shared a fascination and shared thoughts on a global helplessness can unite rather than divide it. there are, in fact, very few non neighbors left in the world today. in the new presentation of justice i'm trying to present with all humility drawing i think on very old ideas both from the west including smith, wilson and other traditions which i discussed in the book from india, japan, china and elsewhere at least, it is consciously alive to that basic reality as a test in the argument in construction with -- constructing the theories has explored and developed or attempted to be developed in my book. that seems to be -- it seems to me to be at stake not merely a clear under
