we must start a new in haiti. eak off with exclusion of the centralization at all cost, dependency. hence, must ourselves we have to find a consensus with regard to the new guidelines to be followed for our country. since the disaster various sectors have become mobilized in haiti, and i speak on their behalf, not just on the behalf of the ngos. they have been thinking together about the new haiti that they want to see and have made proposals. i would like these to be taken into account. while continuing to manage the disaster in the aftermath of the quake we have to continue to think about what has to be done to reach a consensus on a plan for haiti's future. these groups have voiced a new haiti, their desires for this: education for all without discrimination, the participation of women at all levels. haiti cannot be built anew without women. national production has to be enhanced. essentially for the welfare of the people, it's own people. renewable energy has to be used to reduce the pressure on forest resource

haiti and now they're heading to chile. right now members are saying goodbye to their families and preparing for the new mission. fox 5's wisdom martin is live in fairfax where families are making there final plans. >> reporter: they're waiting on the phone calls to be activated before heading to chile. they just got back from haiti a few weeks ago and there is still equipment they will be loading up to take with them on this particular mission. this particular team, not everyone is going. it's going to be a medium-sized team with 54 people, about four canines. the mission is to do search and rescue but they will do whatever is needed to help this country recover. when they do get the call to get activate they'd will get instructions where they're flying out of, where they're flying into. how long they will be there will be determined later. they usually take 0 tons of equipment and supplies and they are self contained. now back to back missions like this is kind of the norm. it's not abnormal for this team to go on back to back missions like this. back in 1999 they went on three consecutive missions to turkey,

and that question -- those questions in a way have been in the news a lot recently because of the aftermath of the earthquake in haiti. and that really dramatizes how poor a country that is and what that means. and people can ask, you know, how does a country remain that poor? and we don't have a specific discussion of haiti in the book but we do discuss poor countries in general. and based on that i think i can safely make three remarks about the situation in haiti. first of all, poor countries again tend to suffer from a government that's predatory and, of course, you have the duvallier regime and a culture towards learning. and they tend to be syndromes in poor countries. and the -- most research in the last 50 years stresses the role of property rights and the ability of ordinary citizens to establish and maintain control over businesses and over property. in order for there to be wealth-creation. so one of the interesting findings that we mention in the book is that in poor countries, it tends to take months or even years to get a business license. whereas, in rich countries we're used to that being a process of
