we congratulate the prime minister for his clear exposition of the creation of a new haiti. we hope from the discretion of the -- we hope from the destruction of the earthquake will rise a new 80 based on equity, justice, inclusiveness, and the rule law. with an economy that is dynamic, competitive, and grounded on a broad territorial base and with stronger democratic institutions. as president clinton said before and as many have also, we are part of a regional institution and this has done a lot for haiti. together with the oas, we have worked for many years providing resources for 80 over the last 50 years. we have been there in good times and in bed. we have seen the country suffered from many natural disasters and also some man-made crises. thus, we have seen the capacity of 82 overcome difficult challenges and get back on their feet quickly. -- the capacity of haiti to overcome difficult challenges and get back in their feet quickly. we have confidence that this will serve them well once again with the assistance of those of us in this room and from others outside as w

haiti was on a new path to progress. government, led by the president, had started an acting critical reforms. haiti's economy grew by nearly 3% last year. two and international james launched hotels. new factories were opening -- two international chains launched hotel. new factories were opening. but with the earthquake, the results of much of this hard work were wiped away. but the people of haiti never gave up. as they mourned their losses, they gathered the resources they have left and began working around the clock to put their lives and their country back together. they relied on the strength and spirit that have carried them through tough times before. but they need our help. they cannot succeed without the support of the global community. and we need haiti to succeed. what happens there has repercussions far beyond its borders. there are two paths that lie before us. if haiti can build safe homes, its citizens can escape many of the dangers they now face and return to more normal lives. if haiti can realize broa

the action plan, which the prime minister of haiti has just presented, it is a vision to build haiti and newnt system is committed to helping haiti achieve its goal -- its vision -- it is a vision to build haiti anew. much, obviously, remains to be done. as the hurricane season approaches, the needs are especially pressing, and we must say today that unless the urgent humanitarian needs are met and the appeal is fully funded, ensuring a smooth transition we all want becomes more difficult. the u and, together with other partners, has been supporting their government -- the u.n., together with other partners, has been supporting their government, and that has provided a strategic contribution to the government's action plan. it is critical that the pledges made towards the three-point $8 billion required to get recovery going are quickly fulfilled, and they are initial to emergency response. emergency response. as we mobilized and support the recovery, they make five points on behalf of the development group. the government and the people of haiti must be in the driver's seat of the recovery.

it does create a new haiti. the majority of people no longer will live in deep poverty. they can go into school and enjoy better health. they have options for jobs. under this plan, the haiti recovery commission will channel $3.90 billion into specific programs and project during the next 18 months, over the next 10 years, haiti's reconstruction needs and total are an estimated $11.50 billion. clearly, this assistance was the well invested and well coordinated. it must provide for continuing emergence of food sanitation, health care and most urgently, shelter. you are all aware of dire the situation is right now. the rainy season is fast approaching. tents for displaced persons are at first -- are at risk for flooding. we are very concerned about the current situation in some camps, especially for women and children. i appeal for the support for $1.40 billion hoppe. as we move from emergency to long-term reconstruction, but as recognize that we cannot accept a business as usual. what we envision today a wholesale or the wall, a sweeping exercise in nation- building not se

the consensus is clear to rebuild a new haiti and create a haitian peasant renaissance. -- asian renaissance. this is to create the organizational the arrangement that will ensure maximum effectiveness of all the resources that are necessary to facilitate the reconstruction of haiti. even as we do so, the continuing precarious conditions in which the displaced are living and their urgent needs of the rainy season and hurricane season approached, there is a potential to increase stress and that should not be overlooked. the sense of urgency must be maintained. in this regard, the interim haiti reconstruction commission must begin its work immediately. if we can as an international community, helped rebuild haiti into a modern, sustainable state, we would have advanced the cause of humanity everywhere. haiti. we believe that there's a real commitment to governance in a new way. we believe that there is a real commitment not only by usaid, the state department, and the government of our own country, but by other governments around the world to include haiti in the redevelopment. and so despite the devastation, i think that many of us are looking forward to the opportunity to help haiti become the country that it can become. this is going to be a lot of hard work, but this debt relief will go a long way toward helping the redevelopment. with this debt relief that means haiti will not have to repay debt. they can invest that money in health and education and infrastructure. and despite the fact that i spent many hours working not only on this debt relief bill but working with my colleagues on the other side of the aisle. i have learned a lot working with the jubilee committee and with mr. baucus about what we can do if we cooperate. and that we have been doing. and so we move forward to help redevelop haiti. i would appreciate the support and vote of my colleagu

those questions in a way have been in the news a lot recently because of the aftermath of the earthquake in haiti and that really dramatizes how poor a country that is and what that means. people can ask, how does a country remain that pour? we don't have a specific discussion of haiti in the book but we do discuss poor countries in general and based on that i can safely make three remarks about the situation in haiti. first of all, poor countries tend to suffer from the government that is predatory and, of course, you have the regime in haiti and a cultural resistance to learning. those tend to be syndromes in poor countries. .. >> and the third observation i would make is that we notice a number of countries in which side by side you have one country where the productivity level is very low and in the neighboring country it is very high and in those situations we have observed a faster increase in productivity for the low productivity workers if we move to the high productivity country than if they wait for the institutions of the high productivity country to take root in their country so that
