and as the senator from new hampshire very well pointed out, we are looking at deficits now into the forseeable future that exceed $1 trillion. in fact, it doesn't look like for the ten-year window that we do budgeting here in the united states senate that we're ever going to have a year where we don't have a deficit somewhere in the $1 trillion range. we looked at a $1.4 trillion last year, looking at another $1.2 trillion deficit for this year. at some point we just keep racking up more and more debt that gets passed on to future generations and future taxpayers. and as the senator from new hampshire pointed out, admission into the european union, there are a couple of key thresholds. one is debt as a percentage of g.d.p., which is 60%, is the threshold for admission into the european union. and deficits to g.d.p., which is about 3%, and as he also pointed out very effectively, we are at thresholds here in this country which exceed dramatically the deficit the to g.d.p. threshold that wouldn't even allow us to get into the european union, and we're going to blow by the debt to g.d.

also in new hampshire, there's now a ban on texting while driving. that ban also now in effect in illinois, and oregon. that makes 19 states now to enact bans, and the secretary of transportation says he wants the laws to eventually go nationwide. police will now give out tickets to drivers caught texting. and there are several laws pertaining to our four legged friends, as well. we take you to massachusetts. dog racing has now been banned. it's out. and in california, there's a new ordinance that stops dairy farmers from clipping off cow's tails which i understand they use, they cut off the tails to keep the cow cleaner. i'm sure you've done that once or twice in your life, right? >> no, i can't say that i have. that's all fascinating, jeff. but here's the real question. >> yes. >> given the price a picture would fetch, why have we not seen tiger woods? >> we were just talking about this during the break. he's richer than anybody i know. but look, he does exist. has he just been in his house all this time? >> i don't think so, unless he got out by s

whether it's maryland, new hampshire or any of our states. so it's for that reason, madam president, that i've introduced this legislation. this legislation would provide some additional tools to help small businesses create new jobs. we need new jobs. it establishes a temporary three-year refundable tax credit for new hires by small businesses. businesses up to 25 employees would be eligible for the refundable tax credit equal to 15% of the first $2,000 wages of new hires. now that's a strong incentive for a company to put on new employees. it establishes a credit to help small companies deal with providing health benefits for their employees. the two issues i hear most from small businesses is the affordability of health insurance and the availablity of credit. both are dealt with through this legislation by providing a way in which small companies can have more affordable health insurance and by providing a way in which small companies can access directly s.p.a. loans. following up on what the president said last night, this legislation wou
