in that sense, you could say, new hampshire is an example.new hampshire is a small state with a 400 member lower house. the joke is, everyone has their turn. serving in the lower house of the legislature. but the fact is, they are likely to know, they have a lot of contact, they are likely to know their state legislator. that's not the case in many places. that can improve representation. the question is whether it becomes unwieldy. you couldn't have that ratio for the house of representatives, you would end up with tens of thousands of members and that couldn't function to enable face to face bargaining, things you want some of in the legislature. i think the question is finding a balance, being representative of the largest society and still being functional as the body of human beings you have to negotiate with each other and work together somehow. >> also -- i mean, i think it's a fascinating question. and you are right, there is always a trade-off between size of the legislature and connections to constituents, as we all know. it's an ex

are the outcomes of the california state legislature better than new hampshire state legislature? it depends on your politics, i suppose, to some extent, but it is also the case that california's state legislature is dealing with a wider range of difficult questions because california's economy is regulated and often winds up being the defective way in which a lot of regulations work in the u.s., because a lot of companies make products, if they're gonna make products for the california market, you might as well use the same manufacturing processes . so the u.s., another problem that the u.s. legislature is something we have been beating the drums on since we first met over coffee many years ago, about the fact that the u.s. congress does not invest enough in its own policymaking capacity, so that is one question, whether, if you increase the number of members, but don't increase the expertise and staff capacity, you may not be solving the problem. the hope is if you have more members, you would also have more staff capacity and expertise, and more focus on committees and subcommi

i yield the floor.iding officere senator from new hampshire. mrs. shaheen: madam president, i come to the floor today to speak in opposition to senate bill 3436 which is the nord stream 2 sanctions bill sponsored by senator cruz. i certainly share the concerns that have been expressed just a few minutes ago by senator mcconnell about the threat that russia poses to ukraine and to eastern europe and the role that nord stream 2 plays in that critical issue. i have been a strong and long-standing opponent of nord stream 2. i believe now what i believed at the time that i originally cosponsored the nord stream 2 sanctions bill with senator cruz that the nord stream 2 pipeline is a long-term threat to the energy security of europe. but right now we're in a different place on this. and while senator cruz and i worked together on sanctions legislation to stop this pipeline, my disagreement now with senator cruz is in his approach to what we need to do to address what is right now a much more serious threat to europe, to nato, to the transatlantic alliance.
