franks of new jersey. bob franks died late friday at memorial sloan kettering in manhattan at the age of 58. his distinguished career of public service included membership in the new jersey general assembly, where we were colleagues, chairman of the state republican party, and from 1992 until 2000, as a member of congress from new jersey's seventh congressional district, where he was succeeded by mike ferguson. in this decade, bob has served extremely abeably as the president of the health care institute of new jersey. a graduate of duh paul university and southern methodist university law school in dallas, he's survived by his wonderful wife fran and their beautiful daughters, carrie, sara, and abigail. a devoted friend, colleague, and mentor to me, bob's passing at such a young age is particularly poignant, but his shining example as a public servant will burn brightly for decades and serve as an example to us all. i respectfully ask that the house rise for a moment of silence in memory of bob franks. th

united flight 175 was probably over new jersey by this point. the minutes ticked by. no one else from the 89th floor appeared. will and cliff sheepishly started climbing back up the stairs donner as ever by the cables that connected them to their comrades. they climbed two floors and they were right at the edge of the zone of the impact of the coming plant. it was yet another decisive moment. what saved the day with people from other floors were now coming down the stairwell. they were strangers and formerly weak connections with will's hidden brain but there were many of them. besides it is getting difficult to climb against the tide of people climbing 15 stories against that kind of traffic was crazy. will and quick turn around and went with the flow. the results to get out of the stairwell and take an elevator back up. luckily for them every door they tried was locked. the stairwell was now a tunnel leading them out of the building. doors could be opened by anyone inside the building but were locked against intruders trying to enter offices from the stair well. we

i spent most of my time working in new jersey and new york. you can go on line and see all of your property tax things for your car and home. it is terrific. it makes doing business with the government's so much easier. government can encourage adoption by doing those things and using the tools are available. the broadband plan focuses on that -- using it in education and conserve the energy, using it to improve our transportation system, accusing it in order to improve the delivery of health care services. the government's role in encouraging the use of this technology and updating government is a terrific thing. government can also play a role if the private sector is not reaching some of the citizens. it can try to make sure that those citizens are reached. i do not think anybody suggests it is wise to keep them out of this system or offline soda speak. we do not want a digital divide. traditionally, we have had universal service funds to support universal participation. the government's role is to create the climate for investment to ensur
