a new jersey senator named harrison williams. he gave up the seat when convicted of bribery with the disaster. the governor at the time was a republican. he had to appoint someone to fill the point until an election could be held. the governor at the time appointed a place holder who is meant to hold the seat and the people could in that election choose the true successor for the guy who was now in jail. then for the november 1982 election, republicans had to pick who they wanted to run for the seat, they picked for real, millicent fenwick. >> this year congressional campaign includes the house members trying to enlarge their careers by moving up through the senate. there eight of them, but none with a national reputation except one. this is the face and profile of an american aristocrat and also the face of the republican party senate candidate in new jersey, millicent hammond fenwick. she computes upper class breeding and wealth. the chanel style suits and heavy jewelry. the studied indifference to the nitty-gritty of politics.

new jersey was a little different because new jersey already passed a lot of these requirements such as unisex, the changes are far less than what we see in those other states. new jersey also has standardized plans that are required in the individual market. that also reduces somewhat the actual value impact in that state. so we see in new jersey that people can certainly get reductions in the rates, even before the subsidies. the thing is -- in new jersey is they have two different types of standardized plans. one is essential, one of standard. the basic and essential are a little less regulated plants, less rich. those plans will get more impact in new jersey than the standard plan even in new jersey, we see people get impacted differently than people who have the richer standard plans. some of the rating provisions are different as well for those basic and standard plans. that gets reflected in those new jersey rates. finally, you look at the federal tax credit. those are the premium subsidies. those premium subsidies can be very significant for people who qualify for them. as i

joining me on the phone now is new jersey congressman, rush holt.w senator lautenberg well and probably spent many hours with him. our sympathies to you and what would you like people to know about frank lautenberg? >> yeah, thanks. this is, it's a personal loss as well as a loss for new jersey and the country. i don't think there will be anybody quite like frank lautenberg. he came from humble beginnings. he never forget that. his father died while he was serving in the army and the g.i. bill sent him to columbia university and he always felt grateful for that and a need to pay back. he and i workeded together on a number of things and so i feel this very personally, but whether it was his famous work on victims of gun violence or school ha hassment or keeping trains and buses safe or safeguarding chemical plants or as mayor bloomberg said promoting public health, research and development, all of those things. but what stands out in my mind is what he did for drunk driving. as part of his transportation work, he put in a law about blood alcohol lev
