katy, is the problem still on the turnpike there in new jersey? ve the viewers the bad news. yes, it is. if you look behind me, this is skyforce10 above this scene. new jersey turnpike southbound right near exit 2, where throughout the morning there's been an overturned tractor-trailer. a lot of crews are out on the scene investigating how this happened. so, while they do that, they've closed off the turnpike southbound between exit 4 and exit 2. so, if we go to my map, i'm going to give you an alternate around it. you're basically going to be diverted from the new jersey turnpike southbound at exit 4, which is route 73. you're going to want to take that north to 295 southbound. that will get you where you want to get. moving on now, we also wanted to show you just the average speeds in the area, just to give you an idea. the other majors in new jersey, things are running smoothly. so, this is where the accident is, right at the junction of the turnpike southbound and 322. if you're headed elsewhere, though, you're looking good to go. in pennsylvan

the very press conscious, ambitious governors of new york and new jersey. since then, that policy roll out as been a bit of a debacle. the first patient was diagnosed on thursday. that's when there was a long press conference with the mayor of new york city and other health department officials to ensure the state and the country that america's largest city, that new york, was well-prepared for this eventually. everybody should remain calm and efb knows what they are doing. so that was andrew quomo on thursday. one day later, the same, governor andrew quomo and governor chris christie decided to hold another big press conference together. and at that press conference, they actually know that everybody doesn't nope what they're doing. spefbly the federal government's guidelines for how to manage ebola risk. they said those guidelines were not enough. they were not tough enough for new york and new jersey. and so these tough governors were not going to follow cdc guidelines anymore. they had a better idea. they had decided it was a better idea to impose mandat

the feds are raising these concerns over the new policies in new jersey and new york. federal health experts say a mandatory 21-day quarantine of medical workers returning from treating ebola in west africa is unnecessary, and the president is asking the state's governors to ease up. nbc 10's jesse gary is live in trenton, where governor chris christie said last night the new protocols will stay, despite the call from the president. jesse, why are the policies staying? >> reporter: tracy, because there is no federal guideline in place, at least not yet. governor chris christie says his goal is to protect the people of this state, not score political favor with the white house. over the weekend, both new york and new jersey enacted policies requiring 21-day home quarantine for people returning from west africa who had been in contact with ebola patients. the incubation period for that virus is 21 days. the federal health officials say such measures could be counter productive, but christie says he's taking this action to protect residents. >> my responsibility, my great

three states, new york, new jersey and illinois all planning to isolate health care workers returning to the u.s. who had contact with ebola patients in africa. new york governor backing away from the plan. >> chris christie said he's sticking with it in new jersey despite complaints being held in his state. she said she feels more like a prisoner. mike viqueira has been following these developments. why is the white house so concerned about the way individual states are handling travelers returning from the region? >> it's a great question, stephanie. for policy makers it's become a question of an abundance of caution and protecting public safety versus the civil rights of many of these aid workers as they travel to west africa to try to stop ebola at its source. >> it's been a weekend of controversy, on friday, the governors of new york and new jersey announce tighter screenings at airports in their states, ordering all people who had contact with ebola patients to be quarantined when they return to the u.s. >> depending on the risk level, a person could require mandatory 21 day qua

new york, new jersey, mandatory quarantines? >> i don't blame them at all. we trusted the authorities, we trusted the cdc, we trusted the federal government, and it was a failure, and i think these governors, republican and democrats are in a situation where they realize the cdc was wrong. on september the 16th, when they came out the likelihood of it coming to america, they said it was so unlikely. it's not going to get here. we had the president say it's not going to happen. the cdc official -- what'd you say? >> county officials took the lead on this here and city and federal supported them. you can't just blame the president. >> but you have county officials that trusted the guidelines of the cdc, and they were a failure, and so when you're a governor, your job is ultimately when you realize that you have no faith in the federal government to do this and handle this the right way, when you see health care workers in new york calling in sick, faking that they actually need to go to another hospital so they don't have to if to work, i think that tells you

, and then was put into isolati isolation, do you understand the need of governor, be they from new jersey or new york or illinois, to say we can't take this risk? that somebody is out there with a fever, or will spike a fever eight or nine days after they arrived? we need to make sure that they're in isolation until we know they are past the danger zone. do you understand that psyche? >> i completely don't understand it. it is completely not understandable to me. it is not based on any clear public health evidence. it's not the recommendation of public health and medical experts at this point. you know, i think we have to be very careful about letting politicians make medical and public health decisions, and all of the evidence about ebola shows that if you are not symptomatic, you are not infectious, so, for instance, when i arrived, i was not symptomatic, and that friday they tested my blood, and i am negative. so if i don't have symptom and i tested negative, there's no way i can be -- for anyone to tell me that i need to -- and under a quarantine -- it's just completely unacceptable,
