. >> reporter: the new tax law taking effect january 1st brings with it new rules affecting millions of americans. >> i'm very upset. i'm upset how it will affect the value of our homes. >> reporter: taxpayers are rushing to pay certain taxes early in order to take advantage of deductions that will soon disappear. the new law limits deductions for state and local income taxes and property taxes capping them at a combined $10,000. accountants say some taxpayers could prepay next year's property tax to get a larger deduction this year, but the irs has a message for those who rush in to pay before the new rules take effect. not so fast. in a post on its website the irs said paying the taxes ahead of time could work but only under limited circumstances. to qualify for the extra deduction this year property taxes not only need to be paid in 2017 but must be assessed in 2017 which means anyone paying taxes on estimated assessments will probably be out of luck. >> i would today and yesterday we had over 1,000 folks. >> reporter: some states are encouraging residents to try and skirt the new

so, the new law takes effect january 1. this applies to anybody who uses a smoke alarm, smoke detector? >> yes, it's not too late to check a date. just like any appliance that has an expiration date, there are two components to the main law. it's a new law, a great practice. check the date on your smoke alarm. if it's older than a 5th grader, that's because of the new technology. also the sensing devices that are in the smoke alarms become less effective. so, just makes good practice to change those devices. the other part of that is the new detector is battery operated are sealed, long life lithium batteries, ten year batteries so you don't have to change them for ten years and they also have a hush button on it. that's the main -- the two main things, a bunch of other variables about home construction and all that. but we advocate one on every level, every bedroom. ten year worry free smoke alarms. >> show us what you should be changing to. you have a couple models. these are the old ones. >> these are the old style. ther

after a months-long public campaign to get tax cuts through congress, president trump signed the new tax law with very little fanfare on friday. this law slashes corporate taxes way down from a statutory or official rate of 35% to 20% now, and it makes those tax cuts permanent. 21%, i'm sorry. it was 20 for a long time and settled up at 21. to pay for the trillion dollar or more hole that that's going to blow into the u.s. budget, the middle class tax relief that president trump promised is going to be smaller and temporary. so we end up with a big deficit financed tax cut that benefits businesses and the wealthy at the expense of the middle class. now, there's a whole lot of analysis on this. independent analysis for instance from the tax policy center estimates that the top 1%, the wealthiest americans, will ultimately get 83% of the benefits of this tax bill. >> one thing that stood out to me, we have been focused on the composition of these bills. the house side, the senate side. what's interesting is the bill actually got better for the rich once it was in committee. so once this thing
